Advance Contract Award Notice (ACAN)
Title: Meeting Survivors’ Needs: Gender-based Violence and the Criminal Justice System in Inuit Nunangat
Solicitation Number: RB002
1. The Purpose and Explanation of an ACAN
An Advance Contract Award Notice (ACAN) allows the Department for Women and Gender Equality (WAGE) to post a notice for no less than fifteen (15) calendar days, indicating to the supplier community that a goods, services or construction contract will be awarded to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the minimum requirements identified in the ACAN, the Contracting Authority may then proceed to award a contract to the pre-identified contractor.
2. Rights of Suppliers
Suppliers who consider themselves fully qualified and available to provide the services or goods described in this ACAN may submit a Statement of Capabilities demonstrating how they meet the advertised requirement. This Statement of Capabilities must be provided via e-mail only to the contact person identified in Section 12 of the Notice on or before the closing date and time of the Notice. If the Bidder can clearly demonstrate they possess the required capabilities, the requirement will be opened to electronic or traditional bidding processes.

4. Definition of Requirements or Expected Results
WAGE is interested in a multi-community study that undertakes an in-depth analysis of the experiences of Inuit women survivors of GBV with the criminal justice system across Inuit Nunangat, with the aim of increasing awareness and understanding of the needs, challenges and service gaps that face Inuit women.
The objectives of this project are to:

Assess Inuit women’s overall levels of comprehension, acceptance, confidence and impressions of the criminal justice system;
Determine how Inuit victims/survivors personally understand justice and how this applies to various aspects of the criminal justice processes and outcomes achieved;
Identify the gaps between criminal justice policy and practice as it relates to Inuit women’s lived realities;

Identify promising practices from Canada and other common law jurisdictions to address some of these challenges;
Offer recommendations aimed at enhancing policy and practice to achieve the stipulated goal of meeting Inuit victims’ needs and improved safety.

A multi-phased approach will be used in the planning, design and implementation of the research project, and will include the following milestones to be reached by Pauktuutit, who will:

Establish a regionally representative Project Advisory Committee. Build and strengthen partnerships with the existing urban Inuit associations, Inuit-specific services and stakeholders relevant to addressing the needs of Inuit women.
Develop a project evaluation plan and evaluation framework.

Undertake a comprehensive literature review to examine an array of empirical research on Inuit women’s experiences and needs as it relates to how ‘justice’ is understood, sought, and experienced by Inuit victims/survivors of gender-based violence.
Collect data through an online tool to measure Inuit women’s level of knowledge of their legal rights as victims of crime in the criminal justice process.
Develop research methodology and accompanying materials, including an interview guide, a methodology for thematic analysis and a strategy for interview participant sampling and outreach.

Apply for (and receive) proper licensing/ethics approval as required in each region of the four regions across Inuit Nunangat.
Conduct one-on-one, in-depth, semi-structured interviews with Inuit women in two communities in each of the four regions of Inuit Nunangat.

Conduct one-on-one, in-depth, semi-structured interviews with criminal justice system stakeholders and relevant service providers in two communities in each of the four regions of Inuit Nunangat.
Develop and disseminate multi-media plain language, bilingual legal information on Inuit women’s legal rights.
Conduct a thorough environment scan to identify promising criminal justice system related practices and existing services designed to serve the needs of gender-based violence victims within Canada and internationally.
Finalize the research and disseminate widely to partners.
5. Minimum Requirements
Any interested supplier must demonstrate by way of a Statement of Capabilities that it meets the following Mandatory requirements:

Association or Company must have a clear mandate for Inuit research and data collection with a focus on Inuit women
Association or Company must be directly accountable to Inuit leadership and be guided directly by Inuit via regional representation in its governance structure
Significant experience (minimum of 10 years) in the development and management of research and data collection initiatives in Inuit communities
Significant experience (minimum of 10 years) in engaging nationally with a broad range of Inuit communities and other relevant stakeholders on the relevance, priorities and feasibility of research and data collection in Inuit communities

6. Reason for Non-Competitive Award
a) Section 6 (d) of the Government Contracts Regulations.
b) Incorporated in 1984, Pauktuutit Inuit Women of Canada is the national representative organization of Inuit women in Canada. Pauktuutit is governed by a 14-member Board of Directors from across Canada, representing all northern/Inuit regions, urban women and youth. The Board structure includes an Executive Committee, Audit and Finance Committee, a Policies and Procedures Committee, and a Subject-Matter Committee and other ad hoc committees as issues or circumstances arise. Only Inuit women are eligible for Board membership. The Board is supported by a staff in Ottawa of approximately 22 individuals with a broad range of subject matter expertise, as well as administrative and financial expertise. Pauktuutit fosters greater awareness of the needs of Inuit women, advocates for equality and social improvements, and encourages Inuit women’s full participation in the community, regional and national life of Canada. Violence and abuse prevention have been among Pauktuutit’s top three priorities since 1984. With the guidance and support of Pauktuutit’s Board of Directors and membership, the Violence and Abuse Prevention department addresses a broad range of issues as they relate to the safety and well-being of women and children, including family violence, sexual abuse of children, elder abuse, human trafficking, administration of justice and victims’ rights. Pauktuutit undertakes national projects that address community and regional priorities. The organization also fills gaps in community capacity and infrastructure by developing culturally relevant bilingual resources that
can be used by all communities. It works closely with front-line workers, northern shelters, subject-matter experts, regional Inuit authorities, and territorial and governments. It is widely recognized as a credible and effective organization with significant expertise in addressing family and violence and abuse with 35-years of relevant successful projects and initiatives.
Pauktuutit is ideally positioned to undertake qualitative research in eight Inuit communities (two per region) with criminal justice stakeholders, including Inuit women, court staff, probation officers, Defence, Crown Prosecutors, and justice programs/policy officials through in-depth, semi-structured interviews and via a process that is endorsed by all its community partners. Pauktuutit is a member of the Board of Directors of Inuit Tapiriit Kanatami (ITK) and Inuit Circumpolar Council (Canada), and they work in close partnership with Inuit ITK on many national files. In January 2018, Pauktuutit and Inuit ITK signed a Memorandum of Understanding (MOU) that outlines their respective roles, priorities and where they can support each other’s organizations moving forward. Given these ties and their strong inter-agency working relationships with numerous community-based organizations in Inuit communities, Pauktuutit is uniquely placed to carry out this research. Not only will they be able to set up an advisory committee (with members who reside within communities in Inuit Nunangat and urban centres), but they will be able to attain a credible research sample (interview participants) thanks to the contacts they already have with various stakeholders and community-based organizations—such as women’s shelters, educational institutions, outreach programs and social services—located in the eight Inuit communities where the research will be conducted. In addition, as the official custodian of 35-years of research projects alongside Inuit, Pauktuutit has specialized knowledge and access to data and protocols. This knowledge is required to prepare background for the qualitative research engagements, to analyze findings, and to prepare a report.
