Public Services and Procurement Canada (PSPC), on behalf of the Department of National Defence, seeks to establish a Supply Arrangement to carry out deck repairs/replacement on interior decks onboard H.M.C. Ships, Submarines and Auxiliary vessels. Flooring to include but not limited to vinyl, ceramic tile, quartzite. Dex- o-Tex, neo-tex, and various seamless floor coverings in Halifax, NS.
This Request for Supply Arrangement will allow vendors to submit technical qualifications to be reviewed by Canada. Vendors demonstrating the required technical capabilities and experience will be issued a Supply Arrangement.
A Supply Arrangement is a non-binding agreement between Canada and pre-qualified suppliers that allow departments to award contracts and solicit bids from a pool of pre-qualified suppliers for specific requirements within the scope of the Supply Arrangement. The intent of a Supply Arrangement is to establish a framework to permit expeditious processing of individual bid solicitations, which result in legally binding contracts for the services described in those bid solicitations.
The Supply Arrangement is not in and of itself a contract, but rather a base document that forms part of future Requests for Quotation (RFQ) and resulting contracts. When issued a Supply Arrangement, the supplier accepts the obligation to provide specified services in accordance with the Supply Arrangement, under any resulting contract that may be awarded. Any resulting contract will be established as a result of an RFQ. These RFQs will specify the specific requirements, and may contain additional terms and conditions that the supplier must meet.
See the bid solicitation section of this RFSA for further details on this procurement process.
The period of this Supply Arrangement is on-going for as long as Canada deems it advantageous to solicit bids in this manner. Each year an opportunity for new vendors to submit technical qualifications to be added to the Supply Arrangement's list of pre-qualified vendors will appear on www.BuyandSell.gc.ca. Vendors already issued Supply Arrangements as a result of this RFSA will not be required to re-qualify.
