Description of the requirement:

TITLE
Independent Review Phase 2 - Mainframe Legacy Application Migration (MLAMP) Project
INTRODUCTION
The Department of Employment and Social Development Canada (ESDC) requires an Independent Project Reviewer. ESDC has completed a solicitation for the migration of multiple software applications from the mainframe system to a distributed server environment under the Mainframe Legacy Application Migration Project (MLAMP). The selected vendor will provide an independent review of the joint ESDC/SSC processes, project management and governance frameworks to ensure the project is setup for success.
BACKGROUND
Shared Services Canada (SSC), on behalf of ESDC, hosts a mainframe platform that supports mission critical, legacy production systems including Employment Insurance (EI) and other key departmental programs such as the Corporate Management System (CMS), Departmental Accounts Receivable System (DARS) and the Social Insurance Registry (SIR). Approximately 70 applications and components reside directly on this platform, and a further 45 are dependent upon it.
There is a focus within ESDC on both “migration” and “modernization”. The Mainframe Legacy Application Migration Project is part of a longer-term strategy to modernize the department’s IT environment. The project will change the platform layer by migrating or transferring all applications residing on the Unisys mainframe to a modern and open platform. This will help enable the following departmental priorities:
(a) Service Delivery Business Transformation; and
(b) Modernizing and improving our policies and programs.

Proposed period of contract:

The proposed period of contract shall be from date of Contract Award for a period of one month.
