Title: Regional Master Standing Offer (RMSO) for Taxonomic and
Biodiversity
Analytical Support for Biological Specimen Collections

1. An ACAN is a public notice indicating to the supplier
community that a department or agency intends to award a
contract for goods, services or construction to a pre-identified
supplier, thereby allowing other suppliers to signal their
interest in bidding, by submitting a statement of capabilities.
If no supplier submits a statement of capabilities that meets
the requirements set out in the ACAN, on or before the closing
date stated in the ACAN, the contracting officer may then
proceed with the award to the pre-identified supplier.

2. Definition of requirement

The Department of Fisheries and Oceans Canada has a requirement
for Taxonomic and Biodiversity Analytical Support for Biological
Specimen Collections which include training; biological sample
processing; large service requests for specimen identification;
taxonomic, biodiversity, environmental, or ecological research
or information services; preparation of field identification
guides to species and National General Status Assessments of
species at risk.

3. Criteria for assessment of the Statement of Capabilities

Minimum Essential Requirements

Any interested supplier must demonstrate by way of a statement
of capabilities that its services meets the following
requirements:

The contractor must have extensive expertise and experience in
Taxonomy and Biodiversity of Canadian Atlantic Fauna and
Processing of Marine Biological Samples.

Extensive is defined as greater than five (5) years and
supported by successful contracts, published papers and
references.

4. Justification for the Pre-Identified Supplier

Fisheries and Oceans Canada has many research programs that
involve collection of biological specimens. For quality control
of information derived from these samples, it is essential to
have accurate identification to species (taxonomy) and knowledge
of aquatic ecosystems for biodiversity analyses. DFO Science
lacks taxonomic generalist (experts or teams that can identify a
broad spectrum of aquatic species, such as finfish, molluscs,
crustaccans), especially larval/juvenile development stages. It
also lacks expertise dedicated to quality control of
biodiversity analyses.

The proposed vendor has been providing taxonomic support to DFO
on a project-by-project basis since 1926. No other organization
has this historic and ongoing experience. The current
organization was formally created under the Huntsman Marine
Science Centre in 1984 and comprises a custom-built facility for
biological specimen storage and curation, staff with over 25
years experience in aquatic taxonomy. This experiene
encompassess all the aquatic animal taxa. No other facility in
Canada has this range of expertise or dedicated reference
materials and archival capacity. The Atlantic Reference Centre
also provides internationally respected taxonomy training which
is, again unique to Canada .

5. Government Contracts Regulations Exception(s)

The following exception to the Government Contracts Regulations
is invoked for this procurement under subsection 6(d) - "only
one person is capable of performing the work".

6. The period of the proposed contract

The proposed contract is for a period of three (3) years with
the option to renew for another three (3) year period.

capabilities must clearly demonstrate how the supplier meets the
advertised requirements.

capabilities

The closing date and time for accepting statements of
capabilities is 11 June 2013 at 2:00 P.M. ADT

calendar days, indicating to the supplier community that it
intends to award a good, service or construction contract to a

before the closing date, a Statement of Capabilities that meets
the requirements set out in the ACAN, the contracting authority
may then proceed with the award. However, should a Statement of
Capabilities be found to meet the requirements set out in the
ACAN, then the contracting authority will proceed to a full
tendering process.

to provide the services/goods described herein, may submit a
statement of capabilities in writing to the contact person
identified in this Notice on or before the closing date of this
Notice. The statement of capabilities must clearly demonstrate
how the supplier meets the advertised requirements.

closing date of the ACAN must appear on the outside of the
envelope in block letters or, in the case of a facsimile
transmission, on the covering page.

The Crown retains the right to negotiate with suppliers on any
procurement.
