Letter of Interest (LOI)
AN/TPS-70 Radars Repair and Overhaul Services
1. Purpose and Nature of the Letter of Interest (LOI):
Public Works and Government Services Canada (PWGSC) is
requesting feedback on the draft Request for Proposal (RFP) and
Statement of Work (SOW) documents for the Repair and Overhaul
Support Services of the AN/TPS-70 Radar in relation to the
management of DND equipment and stores in its possession used on
behalf of the Government of Canada's (GC) Department of National
Defence (listed below).
An overriding principle behind the Industry Engagement Process
is that it be conducted with the utmost fairness and equity
amongst all parties.
The objective of this LOI is to solicit relevant feedback from
Industry on methods that could enable the effective and
economical sustainment of the AN/TPS-70 Radar for Canada.
This is the Industry Engagement process for the Support Services
of the AN/TPS-70 Radar. The GC will consider the information
gathered during the Industry Engagement and decide on a course
of action that may include consolidation of all requirements.
The type of industry feedback being sought will focus on the
following areas of interest:
· Draft Request for Proposal for the Repair and/or Overhaul
Services of the AN/TPS-70 Radar;
· Draft Statement of Work for the Repair, Overhaul and Periodic
Inspection of the AN/TPS-70 Radar and Associated Components;
· AN/TPS-70 Radar Repair and Overhaul (R&O) Bid Evaluation Matrix
The GC is seeking Industry feedback from companies who:
· Are involved in aerospace radar Repair and Overhaul; and
· Do business in the Defence Sector.
Any further details that emerge concerning this industry
engagement process will be communicated on Buyandsell.gc.ca.
This LOI is neither a call for tender nor a RFP. No agreement or
contract will be entered into based on this LOI. The issuance of
this LOI is not to be considered in any way a commitment by the
GC, nor as authority to potential respondents to undertake any
work that could be charged to Canada. This LOI is not to be
considered as a commitment to issue a subsequent solicitation or
award a contract for the work described herein.
Although the information collected may be provided as
commercial-in-confidence (and, if identified as such, will be
treated accordingly by Canada), Canada may use the information
to assist in drafting GC requirements (which are subject to
change) and for budgetary purposes.
Respondents are encouraged to identify, in the information they
share with Canada, any information they feel is proprietary,
third party or personal. Please note that Canada may be
obligated by law (e.g. in response to a request under the Access
of Information and Privacy Act) to disclose proprietary or
commercially-sensitive information concerning a respondent (for
more information: http://laws-lois.justice.gc.ca/eng/acts/a-1/).
Respondents are asked to identify if their response, or any part
of their response, is subject to the Controlled Goods
Regulations.
Participation in this LOI is encouraged, but is not mandatory.
There will be no short-listing of potential suppliers for the
purposes of undertaking any future work as a result of this LOI.
Similarly, participation in this LOI is not a condition or
prerequisite for the participation in any potential subsequent
solicitation.
Respondents will not be reimbursed for any cost incurred by
participating in this LOI.
2. Background Information:
The current AN/TPS-70 Radar expired on 31 March 2015. PWGSC
plans to compete this requirement as there is more than one
company capable of repairing these units.
3. Potential Work Scope and Constraints of the Contract:
The Contractor will be required to provide services including:
labour, disassembly, inspection, cleaning, calibration, repair,
overhaul, assembly, testing, and packaging, to restore to a

overhaul.
The Contractor must repair and/or overhaul only those items that
are listed on the Selection Notice and Priority Summary (SNAPS)
Report on an approved Repairable Material Request (RMR) from the
Procurement Authority. Costs for each component repair are
capped with a Maximum Repair Cost (MRC). The Technical Authority
may consider increases to the MRC following a request by the
Contractor through the Quality Assurance Representative.
In addition, the Contractor will provide on an "as required
basis" Technical Investigation and Engineering Services (TIES),
and Mobile Repair Parties (MRPs). The work must be performed as
approved by the Technical Authority and in accordance with
publications listed herein as applicable. The Contractor will
be tasked with the above Work using the Task Authorization (DND
