Nature of Requirements:

1. Advance Contract Award Notice (ACAN)
An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.

2. Definition of the requirement

The National Research Council (NRC) wishes, in order to continue to serve in particular external client contracts and related cell culture productions, to purchase two sterile connection devices (tube welders) which are to be used at the cell culture pilot plant facility in Montreal (Royalmount).
The cell culture pilot plant is classified as a containment level 2 (CL-2) area in which productions of viral vectors, viruses and recombinant proteins are performed using several cell line platforms (e.g. HEK293, CHO).
The sampling methods that are currently used in the cell culture pilot plant at the 3.5 - 7L scale are relying on the use of Bunsen burners. Sampling of bioreactors thus represents a risk of burns/fire through use of the open flame. In addition, sampling is not performed using a closed system but, in particular when CL-2 organisms are produced (viral vectors and viruses), operators are potentially exposed to CL-2 containing aerosols or liquids.
A total of three bioreactor labs (currently equipped with 7 vessels from 3.5-7 L scale) are part of the cell culture pilot plant. In order to equip these labs, two identical sterile connection devices are to be purchased.
The main constraints for the equipment to be purchased is space in the area where it will need to be used. The equipment must be small enough to allow operators to use it next to the existing bioreactors.

3. Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements)
