To meet the operational project requirements and secure the required air services, Canada is providing advance notice of this opportunity for Industry to make the necessary arrangements and preparations for the optional 2 day Bidders Site Visit to be held August 12 and 13, 2016.

It is anticipated that the RFP documents may be available for download on Buy & Sell later this fiscal year.

2. BACKGROUND:
Beginning in 1942, the Canol Project was a cooperative effort between the United States and Canada to ensure a continuous supply of oil to American forces stationed in the Pacific during World War II. The pipeline carried crude oil from Norman Wells oil fields in the Northwest Territories (NT) to Whitehorse in the Yukon Territory (YT). Oil was refined in Whitehorse and further transported using separate pipelines to Watson Lake, YT and Fairbanks. The first oil first entered the pipeline late in 1943; however, with the end of the war slightly more than a year later, the entire project was abandoned.

The Canol Remediation project deals exclusively with the 372 km portion of the Canol Project that lies within the following infrastructure components:

  • Pipeline - four inch welded pipe running on ground surface with 6 pump stations;
  • Roadway - Generally running parallel to the pipeline, 4 m wide with 65 bridges;
  • Telephone Line - Running the length of the Canol Pipeline, and
  • Mile Sites - Several camps were built to house the large work force and support pipeline

Due to the haste of wartime construction, limited consideration was given to potential challenges
of constructing and operating a pipeline in the cold climate within the remote mountainous terrain. As a consequence, some of the activities resulted in environmental impacts. This included oil spills totalling more than four million litres during operation alone (Hemstock 1945), and site disturbances from road and camp construction along the Canol corridor.

Approximately seventy years since abandonment of the pipeline, remnants of the Canol Project
are still found along the route. Unlike the Yukon portion of the pipeline (K. Bisset and Associates
1995), a full remediation/risk management program of the Canol corridor within the Northwest Territories has not been implemented and much of the debris and historic infrastructure remains.
Engines and an unknown amount ofthe pipe were salvaged; however, the vast majority of the buildings, infrastructure, telephone lines, debris, vehicles and equipment were left behind at the ?Mile sites?. The former roadway following the pipeline is currently accessed by locals and tourists as a remote and unmaintained wilderness hike along the ?Canol Trail?.

This program focuses on the sections of the trail between Mile 24 (near Norman Wells) and the Yukon border. In 2009 a 45 km portion of the telephone wire line was cleaned up byothers between Camp 1 (at the Mackenzie River across from Norman Wells) and the entrance to the Dodo Canyon. In 2015 a second section of the telephone wire line was consolidated between Mile 194 and the Yukon border.

3. OPTIONAL SITE VISIT: It is optional the Bidding entity (not company) or a representative of the Bidding entity visit the Canol Trail. Arrangements have been made for a site visit to be held on August 12th and 13th leaving from North Wright and Sahtu Helicopters airport hangers, Norman Wells at 07:00 AM. Bidding entities must register via with the Contracting Authority no later than 2:00 P.M. M.S.T., August 5th, 2016, to confirm attendance and provide the name of the person who will attend. Bidders will be required to sign an attendance form. Bidders who do not attend or send a representative will not be given an alternative appointment. PWGSC will provide air transportation for the Bidding entityr or their representative [one (1) person only] to the Canol Trail.
