Nature of Requirements:
The following is a summary of the statement of work for this requirement.
The Correctional Service of Canada (CSC) Health Services require the services of a microbiologist for institutions in the Québec Region, on an as needed basis.
Objectives: The Contractor must provide essential infectiology and infectious disease services to offenders.
Deliverables:
At the request of the Project Authority, the Contractor must provide the following:
(a) Assess patients with an infectious disease.
(b) Prescribe the diagnostic tests needed for treatment (including but not limited to blood tests, ultrasound, FibroScan,) and the necessary treatments (including but not limited to HCV therapy, HIV therapy).
(c) Conduct appropriate examinations of the inmate’s condition.
(d) Study the results of diagnostic tests and make the necessary medical recommendations.
(e) Follow up on inmates with viral hepatitis, HIV, or both.
(f) Make the required referrals to other specialties as needed.
(g) When they are released, refer inmates to the appropriate community resources and plan for medication follow up with the RAMQ.
(h) Provide telephone support if urgent (e.g., treatment adjustment due to significant side effects) within 48 hours of treatment.
(i) Provide a telephone number where CSC health services staff can reach them in an emergency.
(j) Establish a schedule of visits based on the needs of the institution’s clientele with the Project Authority at the requesting institution.
(k) On request, attend training and/or meetings on infectious diseases organized by CSC.
(l) On request, provide public health recommendations to the manager responsible for the CSC request.
Reporting requirements
1. The Project Authority, through the regional primary care physician (general practitioner), may ask that the Contractor provide data on the health services provided to inmates. This may include the use of report templates provided by the Project Authority.
2. At the request of the Project Authority, through the regional primary care physician (general practitioner), the Contractor must prepare or contribute to a regional report.
3. As part of CSC’s obligations to provide health services, the Project Authority may ask, through the regional primary care physician (general practitioner), that the Contractor contribute to reports on the delivery of health care, including but not limited to infectious disease surveillance, mental health, services provided to elderly inmates, opioid agonist treatment and the prevalence of chronic diseases).
Any conditions for participation of suppliers not specified in solicitation documentation: none.
