Full description

Trade Agreement: Agreement on Internal Trade (AIT)
Tendering Procedures: The bidder must supply Canadian goods and/or services
Competitive Procurement Strategy:
Comprehensive Land Claim Agreement: No
Nature of Requirements:

Context
The Eastern Region Cadet Music Training Centre (CMTC) aims to improve musical skills of each cadet in addition to allowing them to improve their leadership skills and their physical condition. Since 2003, the musical education of advanced level is offered to all cadets (army, air and navy) as Summer Camp.

To do this, the CMTC needs a continuous accommodation and food services, from mid-June to the third week of August.

Need
To provide accommodation, space leasing and food services atthe Contractor’s facilities, for the Eastern Region Cadet Music Training Centre (CMTC) of the Department of National Defense (DND). All in accordance with the technical requirements of Annex A, part 1 (Accommodation Services) and part 2 (Food Services) which form part of the Request for Proposal.

Accommodation services
Leased facilities must be able to accommodate approximately 311 persons for the summer period. Depending on the year, the number of persons may vary slightly. The places must be accessible seven days a week, 24 hours a day throughout the duration of the Summer Camp.

The proposed accommodation must be located 40 km by car from the Canadian Forces Base (CFB) Valcartier (General T.L. Tremblay Street) since the music camp is supportedby the base for the following services: Medical treatment at the military hospital for all personnel; Clothing logistic support, transport services, stationery, storage of various materials during the months from September to June; IT and phone by theShared Service Group of Canada; and Use of altitude acrobatic games located in the training sector of the Valcartier Base.

Food services
Meals must be freshly prepared and served at the Contractor’s facilities by the necessary personnel required. The estimatednumber of meals planned for the Summer Camp 2016 is 14,458 breakfasts, 14,869 lunches and 14,516 dinners.

Period of the Summer Camp 2016: from June 6, 2016 to August 23, 2016.

Period of the Contract: from date of Contract to May 31, 2017 with possibility of four (4) additional periods of one (1) year each.

Note:
By the vocation of the Cadet Musical Training Centre (CMTC) and the course standards, it is necessary that the musicians regularly practice inside and outside. This musical practice (inside and outside) is done every week day (Monday to Sunday), from 07:30 am to 09:00 pm and the noise measured in decibels (dB) can vary from 60 dB to 95 dB.

This reality can therefore cause inconvenience for the other tenants / users sharing the same facilities, and even the neighboring facilities. For the sake of comparison, the festival of music and arts Osheaga in Montréal has faced complaints from citizens of the City of Saint-Lambert about the sound level, which was 73 dB. Several municipalities have determined how many decibels is the sound level to not be exceeded under penalty of fine. It is therefore suggested to potential bidders to check with the municipality, the regulations regarding acceptable decibels.

The requirement is subject to the provisions of the Agreement on Internal Trade (AIT).
