This bid solicitation is a re-tender of the requirement
described in bid solicitation number EP597-141009/A dated August
16, 2013 with a bid closing date of October 15, 2013 at 2:00pm
EST; this document replaces the previous version entirely.
Canada has a requirement for a commercially available Hosted
Social Media Account Management Service (the "Hosted Service").
The Hosted Service will provide the GC with a solution to
administer and coordinate the growing number of GC social media
accounts.
The Hosted Service must include annual User Licenses to access
and to use the products, services, and web site, made available
online and any associated components that will be loaded on any
devices deemed appropriate (if applicable), meeting all the
requirements as stated in Annex A - Statement of Requirements
(SOR). The Hosted Service must also provide a warranty, and
associated documentation. Training services must also be
provided, as and when requested.
The bid solicitation is intended to result in the award of a
contract for 1 year, plus 5 one-year irrevocable options
allowing Canada to extend the term of the contract. All parts of
the Hosted Service must be available to the Departmental Users
24 hours a day, 7 days a week, 365 days a year, in English
within 10 days of Contract award, and in French within 120 days
of Contract award, and must operate at all times in accordance
with the Statement of Requirements in the GC operational
environment described in the bid solicitation.
This bid solicitation will allow Canada to make the Hosted
Service available to any department, board or agency of the
Government of Canada or Crown corporation, as defined in the
Financial Administration Act (as amended from time to time) and
any other party for which the Department of Public Works and
Government Services is authorized to act from time to time under
section 16 of the Department of Public Works and Government
Services Act.
There is a security requirement associated with this
requirement. Due to the urgency of this requirement and the
length of the process to obtain the necessary security
clearance, bidders are asked to contact the Contracting
Authority immediately to begin obtaining security clearance. Any
delay in the award of a Contract to allow the successful bidder
to obtain the required clearance will be at the entire
discretion of the Contracting Authority.

Organization Agreement on Government Procurement (WTO-AGP), the
North American Free Trade Agreement (NAFTA), the Canada-Chile
Free Trade Agreement (CCFTA), the Canada-Peru Free Trade
Agreement (CPFTA), the Canada-Colombia Free Trade Agreement
(CColFTA), the Canada-Panama Free Trade Agreement (CPanFTA) if
it is in force, and the Agreement on Internal Trade (AIT).
