from any other supplier will not be considered.
Public Works and Government Services Canada (PWGSC) has a
requirement for P3 Advisory Services under the Supply
Arrangement for P3 Advisory Services EZ899-120377.
The Energy Service Acquisition Project (ESAP) initiative
anticipates moving from operating energy assets and delivering
services towards service management therefore becoming an
"informed buyer" of energy services. PWGSC is seeking an
innovative solution that is cleaner, greener, and more
cost-effective through a business arrangement, which could be
similar to a Public Private Partnership (P3) type arrangement.
The arrangement will draw on the expertise of leaders in the
field of district energy to obtain maximum value from existing
assets, predictable capitalization and operating costs, best
value when establishing generation and distribution
capabilities, and ultimately best value for the Canadian tax
payer.
The Work under this contract is related to the Energy Services
Acquisition Project (ESAP) and will be relied upon and utilized
by Canada to proceed to a Request for Proposal (RFP) with regard
to the future development, ownership, management and use of
Canada's heating and cooling infrastructure in the National
Capital Region. The Contractor will be ineligible to participate
in any capacity in the future RFP that may result from the Work.
P3 Advisory Services will be required for the first phase of
ESAP, from Contract Award to March 31, 2013. Subsequent phases
are optional and subject to approval and funding, and could
extend to March 31, 2018.

Organization Agreement on Government Procurement (WTO-AGP), the
