Description of Work:
The Peace and Stabilization Operations Program requires services of a Program Monitor to assess progress in fulfilling its mandate and to identify opportunities to strengthen its engagement and impact in priority countries, and regions, as defined in the 2017-2019 Strategy and Implementation Plan, and any subsequent strategies developed.
The Program Monitor will provide strategic analysis of the evolving context of the selected fragile and conflict-affected situations within which PSOPs operates and provide critical, in-field information and analysis about the impact the Program is having. This analysis will help identify challenges and opportunities that should be addressed to maximize intended impact, as well as international good practices in this field that are appropriate to the local context.
The analysis the Program Monitor produces will inform performance measurement; strategic planning; systems, tools and processes; lessons learning; and the articulation for staff and partners of good practices in the field of peace and stabilization operations.
