NOTICE OF PROPOSED PROCUREMENT (NPP)Solicitation No.: 30002669Contracting Authority: Denise ChessieE-mail Address: D••••••••@•••••••.••.caTITLE: Stikine River Boat Charter ServicesTRADE AGREEMENTS: Canadian Free Trade Agreement (CFTA).DESCRIPTION OF REQUIREMENT:The Department of Fisheries and Oceans manages Stikine River commercial, food social and ceremonial fisheries (FSC), and recreational salmon fisheries located within the Stikine River basin at sites located between the town site of Telegraph Creek and the Canada US international border. DFO requires boat charter services to load, unload and transport supplies and staff to and from Telegraph Creek, B.C. to the department of Fisheries and Oceans field camp located on the west bank of the Stikine River 2km upstream from the Canada/US international boundary and return and conduct expediting in the vicinity of Telegraphy Creek to obtain supplies for transport to the DFO field camp.It is estimated that up to twenty-five (25) trips may be conducted between contract award and November 2022 and up to twenty-five (25) trips during the period between April and November in both 2023 and 2024 if option periods are exercised. In addition, to conduct up to 50 hours of expediting in the vicinity of Telegraph Creek to obtain supplies (primarily boat fuel and propane) for transport to the DFO field camp during each year of the contract.DURATION OF CONTRACTThe period of the Contract is from date of Contract to March 31, 2023 inclusive, with the option to extend the term of the Contract by up to two (2) additional one year periods.ENQUIRIES – BID SOLICITATIONAll enquiries must be submitted in writing to the Contracting Authority no later than five (5) calendar days before the bid closing date. Enquiries received after that time may not be answered.PROCESS AND SELECTION METHODOLOGYA bid must comply with all requirements of the bid solicitation to be declared responsive. The responsive bid with the lowest evaluated price will be recommended for award of a contract.SECURITY REQUIREMENTSThere is no security requirement associated with this bid solicitation.
