The Department of National Defence (DND), Regional Cadet Support
Unit (Pacific) requires qualified contractor(s) to provide food
services to its operations at the HMCS Quadra Cadet Training
Centre (CTC) in Comox BC, and at the Vernon CTC in Vernon BC in
accordance with the requirement detailed in this Bid
solicitation.

This requirement includes the purchase of food supplies and
ingredients, cooking, serving to authorized personnel, and clean
up of the dining facilities and equipment.

Operations are continuous during the summer CTC operations
(June, July, and August) with estimated daily requirements
ranging between 15 and 750 ration strengths for HMCS Quadra CTC,
and between 15 to 1,500 ration strengths for Vernon CTC. Food
service requirements outside of summer CTC operations will be on
an as-and-when requested basis, and for a variable number of
diner strengths.

The initial contract period is from date of award to 31-Dec-2016
with the option to extend the contract by two (2) additional
periods of one (1) year each under the same conditions (Option
Year 1: fro 01-Jan-2017 to 31-Dec-2017; Option Year 2: From
01-Jan-2018 to 31-Dec-2018).

Bidders may submit a proposal for Vernon CTC only, for HMCS
Quadra CTC only, or for both. If submitting a bid for both
locations, Bidders must ensure that their bid submission clearly
demonstrates their ability to manage both CTCs simultaneously by
submitting separate and distinct project references, management
plans, proposed qualified key personnel, and any other requested
information for each site. Bids will be evaluated separately
for each CTC. The responsive bid with the highest combined
rating of technical merit and price will be recommended for
award of a contract. This bid solicitation process may result
in the award of up to two (2) contract awards (one award by
location/CTC). Refer to Part 3 - Bid Preparation Instructions,
and Part 4- Evaluation Procedure and Basis of Selection of the
Bid Solicitation for more details.

It is recommended that interested Bidders or representatives of
the Bidders visit the work site. Arrangements have been made
for OPTIONAL VISITS as follows:

  • Vernon CTC: Visit will be held at 2950 15th Avenue, Vernon BC

V1T 6M8 on Monday May 4, 2014, starting at 1:00 PM Pacific
Daylight Saving Time (PDST).

  • HMCS Quadra CTC: Visit will be held at Goose Spit Regional

Park, End of Hawkins Road, Comox BC V9M 3W7 on Wednesday May 6,
2014, starting at 1:00 PM PDST.

Bidders must register with the PWGSC Contracting Authority to
attend by no later than Tuesday April 28, 2015 to confirm their
attendance. Late registrations will not be accepted. Alternate
appointments will not be given. Refer to section 2.6 of Part 2
of the Bid solicitation for registration requirements and
deadline regarding these site visits .
