1. Requirement
The Department of Foreign Affairs and International Trade (DFAIT) requires a contractor to provide mechanical and electrical maintenance support services at the Embassy of Canada in Haiti to ensure maintenance and repair of all Embassy installations and building systems located at the Chancellery, Official Residence (OR), Staff Quarters (SQ) and mobile housing units. The contractor will provide all labour and supervision whilst the Embassy will provide all tools, equipment, material, consumables and transportation (between Embassy locations only) necessary for the Work.
The proper functioning of the physical locations under the responsibility of the Canadian Embassy in Haiti is assumed by the Embassy’s Property Team. However, the workload is very important in light of the different systems (e.g. generators, air conditioning, plumbing, electrical and water treatment), the housing facilities on the Embassy site, the number of staff dwellings and general difficult conditions in Port-au-Prince. The Contractor’s technicians will provide maintenance support to meet the needs of the Embassy.
The Contractor will provide maintenance support by performing a range of tasks within the four main areas of 1) electrical, 2) refrigeration and air conditioning, 3) generators and 4) plumbing, carpentry, material handling, logistics, transport and delivery.
2. Proposed Period of Contract
The contract award date is tentatively set for August 1, 2013 for a period of two (2) years with the irrevocable option to extend the term of the contract for two (2) additional periods of one year each. A single contract will be awarded for this requirement.
3. Security Requirements
The successful bidder and its proposed resources who require security clearance will be sponsored by DFAIT to obtain the required clearance after award of contract.
4. Mandatory Technical Criteria
Experience of the Bidder
The Bidder must have three (3) years of experience in providing mechanical and electrical maintenance support services of similar size and scope to the requirement specified in Annex A, Statement of Work. Projects of similar size and scope are defined as follows:
(a) An office building or building of similar type and use;
(b) The management of multiple technicians; and,
(c) Building maintenance support services in electricity, air conditioning, refrigeration, generators, plumbing or carpentry.
5. Basis of Selection
The contract will be awarded on the basis of the responsive bid offering the lowest price per point.
6. Location of the Work
The services of the contractor must be provided at the Embassy of Canada, Rte de Delmas between Delmas 75 and 71, Port-au-Prince, Haiti.
7. Mandatory Site Visit
It is mandatory that the Bidder or a representative of the Bidder visit the work site. Arrangements have been made for site visit to be held on June 26, 2013 at 10:00am local time at the Embassy of Canada, Port-au-Prince, Haiti. Bidders must communicate with the Contracting Authority no later than one (1) day before the scheduled visit to confirm attendance and provide the names of the person(s) who will attend. Bidders will be required to sign an attendance form. Bidders should confirm in their bids that they have attended the site visit. Bidders who do not attend or send a representative will not be given an alternative appointment and their bids will be rejected as non-compliant. Any clarifications or changes to the bid solicitation resulting from the site visit will be included as an amendment to the bid solicitation.
