THIS IS A REQUEST FOR ADDITIONAL FEEDACK FROM INDUSTRY
FOR PREPAID CARD SERVICES
The intent of this Request for Additional Feedback (RAF) is to
solicit feedback through written responses or "one-on-one"
meetings on the fee structure for cardholders and government for
the prepaid card program.
A Request for Information (RFI) for prepaid card services was
posted on GETS on February 18, 2014 with a closing date of March
31, 2014. There are two major changes from the previous draft
Statement of Work that will have a significant impact on the
scope of the program. First, Prepaid Cards will be issued for
recurring payments only. Payments made either one time or
recurring less than once a month will not automatically involve
enrolling the beneficiary into the program in order to receive
payment. In the case of a beneficiary who is already receiving
payments on a prepaid card, one-time or infrequent payments can
still be directed to their existing card.
Secondly, the requirement for instant issuance prepaid card is
being removed from the scope of this proposed project. Instant
issuance cards may be pursued through a separate contract at a
later date.
Questions and Points of Discussion
An information package containing the questions and points of
discussion for industry feedback will be made available to
interested suppliers by contacting the Authority identified
below, within 10 calendar days of this posting.
NOTE TO POTENTIAL RESPONDENTS
Responses
Responding to this request is not a prerequisite to receiving
any Request for Proposal (RFP) for this requirement. However,
all Respondents are encouraged to indicate their level of
interest by responding with their comments in order to
facilitate a better understanding of requirements and Industry
perspectives.
Participation
This RAF is inclusive and flexible and is not intended to
pre-qualify Respondents for any stages of the project. An
interested Respondent who does not participate in this RAF is
not precluded from participating in any subsequent RFP process.
CLOSING DATE
Responses to this RAF will be accepted until 2:00 PM Eastern
Daylight Saving Time (EDT) on July 09, 2014. The information
received after that date will be considered only to the extent
reasonable, in the sole opinion of Canada, given the progress of
the Work at the time of receipt of the said information.
FORMAT OF RESPONSE
Feedback and responses to the questions and areas of discussion
may be provided prior the closing date, electronically to the
Contracting authority identified below or discussed and reviewed
at "one-on-one" meetings to be coordinated by the Contracting
authority upon request. Please contact the Contracting authority
named below to arrange a meeting if desired.
Please note that the publication of this request must not be
construed as a commitment on Canada's part to issue a subsequent
RFP for the Accounting Banking and Compensation Branch's (ABCB)
requirement and no contract or other form of commitment will be
entered into with any Respondent based on responses to this RAF.
This RAF must in no way be considered as authorization by Canada
for Respondents to undertake any work, which would resut in
costs to Canada.
Canada will not be liable for, nor will it reimburse any
Respondents for any costs, fees or expenses which any Respondent
incurs in the preparation or submission of its response to this
RAF. Canada will not be bound by anything stated herein. Canada
reserves the right to change, at any time, any or all parts of
the requirement as it renders necessary.
CLARIFICATION
Canada may require clarification of written responses and/or
comments received as a result of the responses to this RAF. If
required, any clarification will be requested in writing, within
thirty working days of the closing date.
Respondents are advised that any information submitted to the
Contracting authority in response to this RAF may be used in the
development of a subsequent RFP. Respondents will not be bound
by any aspect of their response to this RAF. All responses to
this RAF will be held by Canada on a confidential basis (subject
to application legislation), and remain the property of Canada
once they have been received and may be used to support further
development of internal planning documents and decisions, and
possibly an RFP. Note that responses to the RAF will not be
returned.
RESPONSES REGARDING THIS REQUIREMENT ARE TO BE SUBMITTED TO THE
