Questions and Answers:
Question #1
Would it be possible to clarify the information concerning intellectual property rights as there are contradictions between the various clauses used (2040/4006/K3410C) in the Request for Proposal and we would like to know which one will have priority?
Answer #1
Section 2.2, clause K3410C, and section 5.3, clause 4006, have been deleted in amendment 001 of the RFP. Please refer to the terms and conditions of the General Conditions 2040 of the SACC Manual regarding Intellectual Property.
Question #2
I was wondering if you would be able to provide any information regarding what group within DND is requesting these services. i.e., is this for the Navy, Land, Airforce, Research, or all?
Answer #2
We are not able to provide this information at this time.
Question #3
The tables at para 1.0 in the Financial Bid Presentation Sheet, indicates certain hours per mentioned categories and requires Bidders to provide a “Firm all-inclusive hourly rate”. It is very difficult to provide a “Firm all-inclusive hourly rate” for these three categories, Injection Molding, Anodizing and Extrusion, as they are dependent on variable factors.
Answer #3
Canada is looking for the variable cost portion of these capabilities. Tooling and Molds are fixed costs that should be identified specific to each project upon issuance of a Task Authorization.
Understanding that complex and large parts will take longer time to produce (anodize/ extrude) compared to simple parts, an hourly cost should be calculated based use of facilities and equipment.
Please note that the hours indicated in the table, are only estimates for the purpose of evaluation.
Question #4
We noticed that the current total score for Project Experience, in Appendix 2 Point Rated Bid Evaluation Matrix, indicates sixty (60) points but should read fifty (50) points.
Answer #4
Canada has updated the scoring to reflect the accurate scoring of fifty (50) points.
Question #5
In the attachment 1 of part 4, at section 3.2.2, it is mentioned the following:
The bidder must also provide copies of certifications for each individual providing these capabilities. Documentation on a minimum of one individual is required, however, additional certification may be provides if required to demonstrate technical expertise on each in-house manufacturing capabilities.
What kind of certifications is requested? Just a résumé, or you need something else?
Answer #5
See Appendix 1 – Mandatory Criteria Bid Evaluation Matrix. The required documentation has been described in detail under Proof of Compliance column.
Question #6
We are requesting an extension to the closing date to Friday October 26th in order to be able to respond to the RFP.
Answer #6
Due to the nature of the RFP amendment, Canada will allow an extension no later than October 24th, 2018, as we already extended the closing date by 9 days.
Question #7
On attachment 1 of part 3, can you confirm that the rate in the table shall be without the profit?
Answer #7
Yes, the profit must be indicated separately. Please refer to item 2 of attachement 1 of part 3 where we ask for profit percentage that will be applied on the rates.
