Letter of Interest amendment no. 002 is being issued to change
the location of the Suppliers Conference to 6900 Airport Road,

SECURITY GUARDS AND TRANSPORTATION SERVICES

This is NOT a bid solicitation or an invitation to tender and no
contract will result from this publication. This Letter of
Interest is for information purposes only and is being issued to
alert the vendor community of the intended requirement.

BACKGROUND INFORMATION:

The Canada Border Services Agency (CBSA) in Ontario has a
requirement for security guard services and transportation
services as described below:

1. To provide care, custody and control of persons detained
under the Immigration and Refugee Protection Act (IRPA),
hereafter referred to as detainees, at the Immigration holding
centre (IHC), currently located at 385 Rexdale Boulevard,
Toronto, Ontario.

2. To provide care and custody of detainees at the Niagara
Falls/Fort Erie satellite operation, which includes the
transportation of detainees and their personal effects. It may
also include verification of departure from Canada.

3. To provide the management and safe, secure transportation of
detainees and their personal effects to and from the IHC and
other locations as may be required.

4. To provide escort for detainees through the process that
culminates in their departure from Canada, typically from
Pearson International Airport.

5. To perform other duties consistent with the security function
that may be required by CBSA

The services described above must be provided on a 24 hour a
day, 7 days a week basis, including all statutory holidays. It
is anticipated that a minimum of 152 guards will be required to
meet the requirement and the supplier must have the ability to
provide more guards to meet occasional fluctuations in work.

Guards must be properly licensed to work in Ontario and due to
occasional inter-provincial travel, guards must also be licensed
to work in Quebec.

SECURITY REQUIREMENT FOR CANADIAN SUPPLIER:

1. The Contractor must, at all times during the performance of
the Contract, hold a valid Facility Security Clearance at the
level of SECRET, issued by the Canadian Industrial Security
Directorate (CISD), Public Works and Government Services Canada
(PWGSC).

2. The Contractor personnel requiring access to
PROTECTED/CLASSIFIED information, assets or sensitive work
site(s) must EACH hold a valid personnel security screening at
the level of RELIABILITY or SECRET, as required, granted or
approved by CISD/PWGSC.

3. The Contractor MUST NOT remove any PROTECTED/CLASSIFIED
information from the identified work site(s), and the Contractor
must ensure that its personnel are made aware of and comply with
this restriction.
OPTIONAL SUPPLIERS' CONFERENCE

A suppliers' conference will be held at 6900 Airport Rd.
(International Centre, Entrance 2C, second floor) Mississauga,
Ontario on Monday March 26th, 2012. The conference will begin
at 11 A.M.

The scope of the requirement and the security requirement will
be reviewed during the conference and questions will be
answered. It is recommended that interested suppliers, who have
not obtained the necessary security clearance levels, attend the
suppliers' conference to initiate the process.

Suppliers are requested to communicate with the Contracting
Authority before the conference to confirm attendance.
Suppliers should provide, in writing, to the Contracting
Authority, the names of the person(s) who will be attending and
a list of issues they wish to table at least 2 working days
before the scheduled conference.

Suppliers who do not attend will not be precluded from
submitting a bid in response to any future solicitation.

Canada will not be under any obligation to advise any respondent
to the LOI of the issuance of any subsequent bidding documents,
and it is incumbent on all vendors to monitor MERX to find out
about the posting of any subsequent bidding documents.
