Description of the Requirement:
The Department of Public Works and Government Services Canada
(PWGSC) Parliamentary Precinct Branch (PPB) is seeking a
Contractor to provide project management support services for
their real property requirements.
The Contractor's proposed team will assist PWGSC to manage the
planning, design and implementation for the PPB Recapitalization
and Building Component & Connectivity (BCC) Programs.
The Parliamentary Precinct Branch Recapitalization Program is
designed to address urgent work required to preserve the
buildings and address health and safety issues. The Program is
critical to reducing overall expenditures and to limit the
potential closure of occupied buildings. Projects in the
Recapitalization Program are not stop-gap measures but rather
permanent interventions to stop or reduce the continued
deterioration of the Parliamentary Precinct. Meanwhile, the BCC
Program is a series of inter-related IT projects to modernize
computer networking, multimedia, communication, and security
services, as well as integration of these services onto a single
IT distribution platform connecting all buildings engaged in
parliamentary functions.

Applicable Trade Agreements:
The requirement is subject to the provisions of the World Trade
Organization Agreement on Government Procurement (WTO-AGP), the
North American Free Trade Agreement (NAFTA), the Canada-Chile
Free Trade Agreement (CCFTA), the Agreement on Internal Trade
(AIT), the Canada-Peru Free Trade Agreement (CPFTA), the
Canada-Columbia Free Trade Agreement (CColFTA), and the
Canada-Panama Free Trade Agreement (CPanFTA) if it is in force.
Proposed period of contract:
The intent is to award one (1) contract with an initial period
of two (2) years, plus two (2) two-year irrevocable options
allowing Canada to extend the term of the contract.
Estimated Level of Effort:
The estimated level of effort of the contract will be for 220
days per year for the core resource team. The optional
resources will be required, as-and-when.
