Services de liaison avec les médias étrangers

The purpose of this RFSO is to establish a Standing offer (SO) with a qualified Offeror capable of providing Foreign Media Liaison Services as described in the Statement of Work – Annex A attached herein, to meet the needs of the Office of Official Visits (XDV) of the Department of Foreign Affairs, Trade and Development (DFATD).

Any SO established as a result of this RFSO will be in effect for a twelve (12) month period from date of award. There is also the potential of two (2) additional one year option periods under the same terms and conditions.

For services requirements, Offerors in receipt of a pension or a lump sum payment must provide the required information as detailed in article 3 of Part 2 of the RFSO.

The requirement is subject to the provisions of the World Trade Organization Agreement on Government Procurement (WTO-AGP), the North American Free Trade Agreement (NAFTA), and the Agreement on Internal Trade (AIT).

Security Requirement
At the Request for Standing Offers closing date, the following conditions must be met:
(a) The Offeror must have a valid Facility Security Clearance (FSC) clearance or applied for a sponsorship as indicated in Part 7A - Standing Offer;
(b) the Offeror's proposed individuals requiring access to classified or protected information, assets or sensitive work site(s) must meet the security requirement as indicate in Part 7A - Standing Offer;
(c) the Offeror must provide the name of all individuals who will require access to classified or protected information, assets or sensitive work sites.

Bids must be submitted only to Foreign Affairs, Trade and Development Canada (DFATD) by the date, time and place indicated on page 1 of the bid solicitation. Electronic proposals must have two (2) separate PDF files attached. The first file must be labeled "Technical Proposal” the second must be labeled "Financial Proposal". The subject line must be in the following format: Subject Line: Proposal for RFP# XDV-15-91131. Total email file size cannot exceed 7MB.
