Background:
The Chief Electoral Officer of Canada, an agent of Parliament, exercises general direction and supervision over the conduct of elections and referendums at the federal level. The Chief Electoral Officer of Canada heads the Office of the Chief Electoral Officer, commonly known as Elections Canada.
EC has established the Incarcerated Elector Voting Program (INC) to allow incarcerated Electors who Canadian and 18 years of age or older eligible to vote. This involves the set-up of polling stations in approximately 200 correctional institutions at various locations across Canada.
Also, Elections Canada will be expanding to improve accessibility by adding additional assistant returning officer offices (SVRE offices) in selected post-secondary institutions, and youth centers in various locations across Canada.
Description:
In view of the next general election (GE) that will be called no later than October 19, 2015; EC has a requirement for courier services to support the INC and the SVRE programs during GE. The objective is to put in place a Contract with a courier company that has proven experience in providing services outlined in Annex “A” – Statement of Work (SOW). The courier company must guarantee timely pick-up and return of the Election Materials from the polling stations referenced in Appendix “B”, “C” and “E” (optional requirement) of the SOW back to EC Head Quarters or local Regional Offices as per timelines outlined in Appendix “D” to the SOW.
The Contractor will be required to provide Courier Services during the 36 day GE period (electoral calendar) including weekends and statutory holidays that may fall within this period.
Period of the Contract:
The Contract period will be from the Effective Date of the Contract (estimated at March 01, 2015) up to and including March 31, 2016.
The bidder grants to Elections Canada the irrevocable option to extend the Term of the Contract by four (4) additional one (1) year period(s) each up to and including March 31, 2020 under the same terms and conditions.
