This is a Request for Standing Offers to provide Recruitment Services of resources with expertise in GMP biomanufacturing operations in Montreal, Quebec.
On August 31st 2020, the Government of Canada announced an investment of $126 million over two years to build a new Biomanufacturing Vaccine Facility (BVF) at the Montreal site of the NRC’s Human Health Therapeutics Research Centre. The short-term priority mandate of the BVF is to ensure the supply of potential pandemic response vaccines in Canada. This requires the establishment of the key positions of the BVF starting immediately and continuing throughout the rest of the year in order to ensure the facility is commissioned, certified and ready for production of Emergency Pandemic Vaccines by the summer of 2021.To that end, the NRC is looking to retain a minimum of 2 or more service providers for the identification, recruitment and selection of the necessary resources to operationalize the Biomanufacturing Vaccine Facility (BVF). The immediate recruitment requirements include, but are not limited to:
Manufacturing Operations Director;
Quality Assurance (QA) Manager;
Quality Control (QC) Manager;
Warehouse (Supply Chain) Manager
Engineering & Maintenance Lead
Production Manager
These will be followed by staffing the necessary resources under supervision of those leads.The NRC seeks to identify recruitment agencies and establish contracting mechanisms to accommodate any of the following three (3) hiring options:
1) Fee-for-Service to provide the recruitment services of continuing or term employees;
2) Procurement Agreement for contract personnel; or
3) Secondment agreement with the candidate’s home organization.
Considering the urgency of the situation, all three contractual options could be used to provide the services on a position-by-position basis for the specific job vacancies. The service provider must be able to address the recruitment of candidates at the professional and management level who possess unique skills in the field of GMP compliant biomanufacturing. The NRC seeks to identify top bilingual talents (French and English) in the industry.
