Advance Contract Award Notice – (14-22121)
An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.
The National Research Council (AST) has a requirement to refurbish two B-33 wheel sets. The requirement includes the removal of all wheel sets and bearing boxes and replacing them with modern rotating, end-cap sealed rolling bearings. The bearing boxes will be machined to accept the new bearing style. The wheels will be replaced with new B-36 wheels. The trucks shall be grit blasted and dye checked for cracks and flaws. Truck frames will be trimmed and checked for any necessary bushing or pin replacement. Any worn places on the truck frame, equalizers or other major parts shall be remediated and normalized. Upon completion, these trucks will essentially be brought back to mile 0, or in other words, will be considered new. They shall be painted black and shall be ready to be reinstalled under the car.
Willets Rail Services was chosen because they are the only known vendor that can satisfy the NRC requirement for refurbishment services. In addition, Willetts Railcar Service has nearly 40 years of experience and is offering a turn-key solution on or before March 31st 2015.
