Title: Vertical Wind Tunnel Services

Requirement:
The Department of National Defence (DND) has a requirement to
establish a Regional Individual Standing Offer (RISO) to provide
a Vertical Wind Tunnel (VWT) facility enabling the Canadian
Forces Land Advanced Warfare Centre (CFLAWC) and other select
DND Units to conduct personnel freefall (FF) simulation training.
Minimum Technical Requirements:
The Supplier must provide:
A. A re-circulating VWT with an indoor cylindrical flight
chamber no smaller than fourteen (14) feet in diameter,
capable of achieving a uniform airflow at speeds exceeding
200Km/hr (125 mph);
B. The facility must have rooms for video debriefing, space for
creeping, and at least one (1) classroom with a capacity for
twenty (20) persons; and
C. The facility must be located within 250Km of the National
Capital Region (NCR) and within 400Km of CFB Trenton, Trenton
Ontario.
Constraints:
A. This Standing offer will be utilized by High Readiness
Units who must be able to conduct the required training and
be able to return to their Base of Operations in short notice,
this is operationally imperative. Units must be able to drive
to and from facility same day.
B. While VWT training will be developed, conducted and
supervised by qualified military instructors or hired
civilian instructors, local VWT safety rules and procedures will
be followed.
Period of Standing Offer:
The period of the Standing Offer will be from date of issuance
to March 31, 2014 with the irrevocable option to extend the
terms of the Standing Offer from April 01, 2014 to March 31,
2015.
