Indian Oil and Gas Canada (IOGC)
IOGC requires the support of one (1) Senior (Level 3) and one (1) Junior (Level 1) Project Manager to provide Portfolio oversight, to liaise with all parties, to report to the AANDC Project Management Office (PMO), and to assist the Project Authority with the provision of reports and information to the Treasury Board, as required, as part of the Systems Renewal Project.
Indian Oil and Gas Canada (IOGC) is a special operating agency within the department of Aboriginal Affairs and Northern Development Canada (AANDC). It is responsible for management and administration of oil and gas on designated Indian Reserves across Canada, south of the 60th parallel. IOGC, on behalf of the respective First Nation, leases petroleum and natural gas rights to companies granting them the right to explore for and develop these resources.
On reserve, oil and gas activity is a significant source of capital and provides access to economic development opportunities for approximately 200 First Nations with oil and gas production, or potential production opportunities. Royalties are collected by Canada and 100 per cent is released to First Nations pursuant to the Indian Act.
Modernization of the Indian Oil and Gas Act and associated Regulations has been a key project of IOGC for the past several years, as part of the MARS Project (Modernized Act, Regulations, and Systems). MARS is a holistic program that is tailoring regulatory changes in response to business needs, driving new and redefined business processes, and enabling a business driven solution through supporting technologies. As part of the MARS project, to address this business driven requirement, IOGC is working on technical solutions to enable:
- Connectivity to the authoritative provincial-industry data repository;
- Fluidity and nimbleness to cater to multiple royalty scenarios;
- Institutional memory by reducing manual hand-offs; and
- Setting a foundation in a system design that allows for progressive additional components with eventual replacement of its 20 year-old proprietary Resource Information Management System (RIMS).
IOGC is undergoing a series of projects under the Systems Renewal Project portfolio (a multi-faceted activity comprising a portfolio of linked projects) as part of the MARS Project. The portfolio consists of the following three (3) projects:
- Resource Information Management System 2 (RIMS2) Royalty Management (a custom, Oracle-based solution) component development
- The Petrinex Data Exchange Solution (a custom software, developed and operated by Fujitsu Consulting Canada Inc. and is owned by the Government of Alberta)
- Microsoft Dynamics Customer Relationship Management Solution (a workflow solution deployment from Shared Services Canada to track critical cases)
The goals described above are to be met through the implementation of the above three (3) projects, and are anticipated to be completed within the next three (3) years.
The Work to be undertaken within the contract will be split into two distinct phases. The first phase will comprise the period from contract award up to and including the receipt of the Treasury Board (TB) decision to provide Project Approval and Expenditure Approval. Without these two approvals the project cannot proceed further.
Bidders must submit a bid for all resource categories.
The work is currently not being performed by a contracted resource.
