This Request for Information (RFI) is a consultation initiative that seeks feedback from Industry on Real Property Project Management Support Services (PMSS) requirements in the National Capital Area
(NCA).
As part of its ongoing efforts, Public Services and Procurement Canada (PSPC) is continuously looking to
improve federal procurements, to create stronger processes and increase competition.
As part of this consultation, PSPC is seeking input on the following:
a) Identifying barriers to supplier participation in Requests for Proposals (RFP) for the provision of
Project Management Support Services (PMSS) related to Real Property (RP) in the NCA;
b) Recommendations on how the Government could improve RP PMSS solicitations to enhance
competition within the RP PMSS industry; and
c) Concerns, risks or suggestions with respect to RP PMSS related requirements.
The information collected will inform subsequent RP PMSS requirements in the NCA. Canada welcomes Industry feedback, but does not commit to a response to any comments that may be received.
Public Services and Procurement Canada (PSPC) is responsible for the vast majority of procurement done by the Government of Canada and manages one of the largest and most diverse portfolios of real estate in the country.
Real Property Project Management Support Services (PMSS) contracts are established and utilized by PSPC to support the successful delivery of RP projects in the NCA.
PSPC RP PMSS requirements are typically tendered using the Task and Solutions Professional Services (TSPS) Supply Arrangement under the Real Property Project Management Services Stream. When there is a requirement, prequalified suppliers under the RP stream are invited to submit a proposal. In 2018, considering the volume, size and complexity of RP PMSS requirements and to increase competition, it was decided to also publish RFPs on the Government Electronic Tendering Service (buyandsell.gc.ca).
