Only TBIPS SA Holders currently holding a TBIPS SA for Tier 2, for all the required categories, in the National Capital Region under the EN578-170432 series of SAs are eligible to compete. The TBIPS SA EN578-170432 is incorporated by reference and forms part of this bid solicitation, as though expressly set out in it, subject to any express terms and conditions contained in this bid solicitation.

It is intended to result in the award 1 contract or 3 years plus 2 one-year irrevocable options allowing Canada to extend the term of the contract.
Description of the requirement:
This bid solicitation is being issued to satisfy the requirement of DND (the "Client") for Task-Based Informatics Professional Services (TBIPS) under the TBIPS Supply Arrangement (SA) method of supply.
The requirement is for the provision of 17 Telecommunication System Specialist at various DND sites across Canada to provide Life Cycle Material Management (LCMM) and engineering services of radio and antenna systems, satellite communications systems, remote sensing satellite systems, secured video teleconferencing systems, Canadian Defence Red Switched Network (CDRSN), and the Deployed Operations Gateway domestic and telecommunication cable plants.
The Resource Categories described below are required on an as and when requested basis in accordance with the TBIPS SA Annex "A":

All requirements will be authorized through Task Authorizations issued in accordance with the Contract.
Partial bids will not be accepted.
Security Requirement:
SRCL: Common PS SRCL #21
1. The Contractor/Offeror must, at all times during the performance of the Contract/Standing Offer/Supply Arrangement, hold a valid Facility Security Clearance at the level of Secret, issued by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC)
2. This contract includes access to Controlled Goods. Prior to access, the contractor must be registered in the Controlled Goods Program (CGP) of PWGSC
3. The Contractor/Offeror personnel requiring access to protected/classified information, assets or sensitive work site(s) must EACH hold a valid personnel security screening at the level of Reliability Status, Confidential or Secret as required, granted or approved by CISD/PWGSC
4. The Contractor/Offeror must not remove any protected/classified information from the identified work site(s), and the Contractor/Offeror must ensure that its personnel are made aware of and comply with this restriction
5. Subcontracts which contain security requirements are not to be awarded without the prior written permission of CISD/PWGSC
6. The Contractor/Offeror must comply with the provisions of the:
a. Security Requirements Check List and security guide (if applicable), attached at Annex
b. Industrial Security Manual (Latest Edition)
Incumbent:
The work under this solicitation is a combination of both new and previous requirements. There is currently no incumbent performing all the services of this requirement.
