Online French Language Tutoring Services
REQUIREMENT :
The Farm Income Programs Directorate of Agriculture and Agri-Food Canada in Winnipeg, Manitoba requires online French language tutoring services on an ‘as and when required’ basis. This tutoring program works with software procured using the Public Services and Procurement tool (Software Licensing Supply Arrangement (SLSA)). The SLSA only covers the software not the tutoring.
CONTRACT PERIOD :
The contract period will be from August 2nd, 2016 to March 31, 2018.
Estimated Value : $ 103,200.00 (Plus HST)
August 2nd, 2016 to March 31, 2017 (Initial Contract Period) - $ 46,000.00 (plus HST)
April 1st, 2017 to March 31st, 2018 (Option period 1) - $ 57,200.00 (plus HST)
PROPOSED CONTRACTOR :
Language Research Development Group (LRDG)
1407 Saint-Alexandre
Montreal, Quebec
H3A 2G3
SOLE SOURCE JUSTIFICATION :
The Language Research Development Group (LRDG) online training makes use of the ESL and FSL online module, "Pour l'amour du françaisMD" and “For the Love of EnglishTM” along with companion tutoring services. This software is procured using the Public Services and Procurement tool (Software Licensing Supply Arrangement (SLSA)). The SLSA only covers the software not the tutoring. Therefore, because LRDG is the only vendor on the supply arrangement who provide language services and their tutoring services are linked to their online modules, this justifies the sole source contract.
ACAN NOTICE :
You are hereby notified that the government intends to negotiate with one firm only as identified above. Should you have any questions concerning this requirement, contact the Contracting Authority.
An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the Contracting Authority may then proceed with the award. However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the Contracting Authority will proceed to a full tendering process.
Inquiries on Submission of Statement of Capabilities
Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing, either via letter, facsimile or Email to the contact person identified in this Notice on or before the closing date of this notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
The Solicitation Number, Name of Contracting Authority and closing date of the ACAN must appear within your Statement of Capabilities in block letters.
