Policy Horizons Canada is seeking qualified service providers to provide professional services in one or both scanning and foresight services, on an “as and when requested” basis when called upon to do so under a Standing Offer Agreement (SOA), to assist Horizons in conducting various aspects of futures scanning and foresight analysis.
Through scanning and foresight Policy Horizons Canada monitors and explores social, technological, economic, environmental, politics/governance and values changes in Canada and around the world.

  • Scanning identifies changes in the domestic and international environments that could affect government policy and programs.
  • Foresight explores how these changes may evolve and interact to create new policy challenges and opportunities.
