Nature of Requirements:
ELECTRICAL SERVICES

Public Works and Government Services Canada, on behalf of the
Department of National Defence, has a requirement for electrical
services at various locations within CFB Halifax. This Request
for Supply Arrangement will allow vendors to submit technical
qualifications to be reviewed by Canada. Vendors demonstrating
the technical capabilities and experience, will be placed on the
Supply Arrangement.

This notice is to serve as an opportunity for interested
suppliers to qualify for the existing Supply Arrangement
W010C-11C040 - Electrical Services - DND Halifax. Firms already
on the supply arrangement DO NOT need to resubmit.

Any interested supplier shall contact Jeff Lockyer -
j••••••••@•••••.••.ca or facsimile (902) 496-5016 to request
a copy of the solicitation document.

Firms must be able to meet the mandatory technical criteria to
be placed on the supply arrangement.

Mandatory Technical Criteria

Bidders must demonstrate the following:

  • provide two (2) valid journeyman electrician certificates
  • provide details of three (3) successful major*

projects/contracts within the last five (5) years that
demonstrate experience with projects similar to what is
contained in the Annex A of the solicitation

  • include references in good standing for each project

including contact name, title, number, and organization

*Major project is defined as a project with a value of at least
$50,000.00.

Additional qualifications (such as Fall Protection
Certification) may be required on a case-by-case basis and will
be included in the bid solicitation (Request for Quotation).

-----------------------------------------------------------------
-----------------------------------------------------

A supply arrangement is a non-binding arrangement between Canada
and pre-qualified suppliers that allows departments to award
contracts and solicit bids from a pool of pre-qualified
suppliers for specific requirements within the scope of the
supply arrangement. The intent of a supply arrangement is to
establish a framework to permit expeditious processing of
individual bid solicitations, which result in legally binding
contracts for the services described in those bid solicitations.

The supply arrangement is not in itself a contract, but rather a
base document that forms part of the future Request for
Quotation (RFQ) and resulting contract. When issued a supply
arrangement, the supplier accepts the obligation to provide
specified services in accordance with the supply arrangement,
under any resulting contract that may be awarded. Any resulting
contract will be established as a result of a RFQ. These RFQs
will specify the specific requirements, and may contain
additional terms and conditions that the supplier must meet.

See the bid solicitation section of this RFSA for further
details on this procurement process.

The period of this supply arrangement is on-going for as long as
Canada deems it advantageous to solicit bids in this manner.
Each year an opportunity for new vendors to submit technical
qualifications to be added to the supply arrangement's list of
pre-qualified vendors will appear on Merx. Vendors already on
the supply arrangement will not have to re-submit.
