requesting suppliers to Pre-Qualify on the TSPS Supply

If your company is already a pre-qualified supplier on the TSPS
Supply Arrangement, under the requested SA resource
categories/streams, there is nothing to do on your part at this
time.
Pre-qualified suppliers will be notified in the future of the
opportunity under solicitation W8485-15UA07
The anticipated posting for the W8485-15UA07 RFP documents on
buy and sell could be in late 2015.
The Department of National Defence (DND), Directorate of
Technical Airworthiness and Engineering Support (DTAES), will
require the services of the following resources:
Stream 3: Project Management Services Stream
? Project Manager
? Quality Assurance/Management Specialist
Stream 5: Technical Engineering and Maintenance Services (TEMS)
Stream
? Professional Engineer (P. Eng)
? Engineering Graduate
These resources will support flight sciences projects and
functions related to all Royal Canadian Air Force (RCAF)
aircraft fleets. The number of resources per stream will be
defined at the future RFP stage.
The work must conducted at the Contractor's facility and the
Contractor must be capable of performing flight sciences
technical investigations and engineering services.
DND requires technical professional services to provide support
in aircraft projects and its operational functions. Services
will include but are not limited to:
? The management of all project activities and administrative
requirements;
? The storage, control, custody, maintenance, upkeep,
production, and distribution of all project documentation;
? Provide management and support to technical investigation and
engineering services
? Aircraft engineering services of Aerodynamics, Computational
Fluid Dynamics; Aircraft Icing (in-flight and ground);
Aeroelasticity, Flutter; Aircraft Loads; Stability & Control,
Aircraft Handling and Flight Simulation; Aircraft Performance;
Stores Separation & Compatibility; Wind Tunnel and Flight
Testing; and Airworthiness and Certification.
The following security requirements will be associated for this
requirement:
? The requirement will require Facility Security Clearance (FSC)
Secret and Document Safeguarding Capability (DSC) - Secret;
? Resource personnel security level will be at Secret;
? The Contractor personnel requiring access to NATO UNCLASSIFIED
information or assets do not require to hold a personnel
security clearance, except must be citizens of USA, Canada
or/and permanent residents of Canada; however, the Contractor
must ensure that the NATO Unclassified information is not
releasable to third parties and that the "need to know"
principle is applied to personnel accessing this information.
? The requirement will include access to Controlled Goods and
that the winning supplier must be registered with the Controlled
Goods Program of PWGSC. The suppliers may obtain information on
how to become involved in the CGP by contacting the CGP call

? The requirement will involve unclassified military data
subject to the provisions of the Technical Data Control
Regulations. It is required that Task and Solution Professional
Service Supply Arrangement (TSPS SA) suppliers become certified
contractors in the U.S./Canada Joint Certification Program
(JCP). The suppliers may obtain information on how to become
certified in the JCP by reviewing the information at:

The Bid Solicitation may be issued against PWGSC Task and
Solutions Professional Services Supply Arrangement (TSPS SA)
File No. E60ZN-15TSPS. All terms and conditions of the TSPS SA
apply and shall be incorporated into any resulting contract.
The requirement described above will be available ONLY to TSPS
Pre-qualified suppliers in the following SA Streams:

There was an RFP posted under Solicitation #W8485-15UA07/A for
professional services under Stream 3 and Stream 5. In order to
be invited on this RFP, are suppliers required to be qualified
on Stream 3 AND Stream 5?

Yes, notice W8485-15UA07/A is an invitation for suppliers to
pre-qualify on E60ZN-15TSPS SA. It is not a solicitation (RFP).

If we submit our substantiation documentation and finalize our
profile in the CPSS by September 30th, will we be able to
register as an interested supplier for notice W8485-15UA07/A?
