Introduction:

The Department of Public Works and Government Services Canada
(PWGSC) is soliciting proposals from Bidders, for the provision
of a global network of Visa Application Centres (VAC) offering
application support services, with an option for biometrics
collection and related services, as detailed in the attached
Request For Proposal (RFP).

The RFP includes, a description of Canada's overall work
requirements and the associated approach for acquiring the
services of a Contractor to deliver the services.

Background:

The Temporary Resident Biometrics Project (TRBP) was announced
in Budget 2008 to introduce biometrics collection into
Canada's temporary resident program. The project is being led
by Citizenship and Immigration Canada. Biometrics collection
will be performed by the Contractor selected to provide VAC
services.

Request For Proposal:

PWGSC will select a Contractor who will be accountable for the
provision Visa Application Services consisting of:

Visa Application Support Services at VAC locations established
through the issuance of a Task Authorisation (TA).
Establish VAC locations in the region for which it is
responsible on an "as and when requested" basis through the
issuance of Task Authorizations (Tas).
Collect biometrics data in VAC locations for which it is
responsible on an "as and when requested basis" through the
issuance of Tas, and
Provide both Applicant pay and Canada pay services in the same
VAC location on an "as and when requested" basis.

The RFP includes, but is not limited to, the contract terms and
conditions, bidder preparation instructions, evaluation
procedures and submission tables, the contractor statement of
work, pricing tables, and security and insurance requirements.

The RFP includes both mandatory and rated requirements as part
of the evaluation. The winning bidder will be the bidder with
the highest overall score based on 70% technical proposal and
30% financial proposal. Additional information of the

This requirement is subject to the provisions of the World
Trade Organization Agreement on Government Procurement
(WTO-AGP), the North American Free Trade Agreement (NAFTA),
and the Agreement on Internal Trade (AIT).

Contract Period and Options

The proposed Contract Period will be sixty (60) months, with
Options to extend the Contract Period for up to two (2), one
(1) one year periods.

Security

This procurement and resulting Contract are subject to security
requirements. The Contractor's personnel assigned to the VAC
require Enhanced Reliability status or equivalent. Security
requirements are detailed in the RFP, Part 6, Part 7, Annex
B, and in the Security Requirements Checklist.

Debriefings

After contract award, bidders may request a debriefing on the
results of the bid solicitation process. Bidders should make
the request to the Contracting Authority within 10 working days
of receipt of the results of the bid solicitation process. At
Canada's discretion; the debriefing may be in writing, by
telephone or in person.
