Statistics Canada intends to award one (1) contract following this tender notice.
Requirement
Objective
The main objectives for the editor will be to review and edit the entire set of Guidelines in order to ensure coherence and consistency across the chapters.
The editor will be harmonizing concepts and terminology across chapters and refining the English in the report. Clarity of language is especially important since the report will be targeting a very broad group of countries and may be translated into other languages.Project Requirements

Tasks:
The contractor will:
1. Review the draft of all Chapters provided by the Project Authority. There would be 11 Chapters and a Glossary to be reviewed and edited. It is t be noted that each Chapters would have been originally drafted by different authors (from National Statistical Offices of different countries). The final set of Guidelines should be a between 200 to 300 pages long.
2. Provide expert advice on content, as well as feedback related to structure of the Guidelines, to improve coherence and consistency, harmonize concepts and terminology across the chapters, and refine the English of the Guidelines on SBRs.
3. Propose examples that would complement or clarifying the content
4. Work in collaboration with all of the Task Force members during the review process. (The contractor is expected to consult with the Task Force members to obtain their input and clarifications).
5. Statistics Canada estimates that the level of effort required should be up to a maximum of 25 days of work. Fifteen (15) to twenty (20) of these days would be required between mid-August & mid-September and the balance the days would be required sometimes between November 2014 & March 31st, 2015 (Exact dates remains to be determined)
6. If additional tasks need to be completed in the initial period of the contract, Statistics Canada may exercise the option to add additional days to the contract. If the option is exercised, the work will be requested through Task Authorizations (TA).
Deliverables, Milestones and Schedule:
1. All comments, input and advice should be provided by September 5, 2014 at the latest, as the lead authors will use this information to produce the final draft document of the Guidelines by the September 12 of 2014.
2. Also before the end of the contract, the editor will be task to perform a final review of the Guidelines using the feedback received from the CES and the first round of consultation.
Evaluation Process
Bidders MUST meet all the mandatory requirements of the RFP. Proposals that do not clearly demonstrate that they meet all mandatory requirements will not be considered. The mandatory criteria are:

The bidder must demonstrate (referencing résumé is not sufficient) that the proposed editor has completed at least one (1) project in the last three (3) years period ending on the bid solicitation date, working with international organizations and national statistical offices and playing a key role as an expert in Statistical Business Registers (SBRs), in the preparation and editing of guidelines on SBRs.
The bidder must provide for the project completed the following information:

The bidder must demonstrate (referencing résumé is not sufficient) through project(s) completed that the proposed editor has completed at least (2) projects in the last five (5) years ending on the bid solicitation date, related to the concepts or processes of official economic statistics, providing writing and/or editing services.
The bidder must provide for the project completed the following information:
MTC3 Education - Proposed Editor
The bidder must demonstrate that the proposed editor has graduated with a degree from a recognized university with specialization in: Economics, Statistics or Mathematics.
A copy of the diploma must be provided
MTC4 Résumé of the proposed editor
The résumé of the proposed editor must be provided. The profile for the proposed editor must clearly describe the specific skills and experience related to this Request for proposal.
Period of the Contract
The services shall be rendered from August 7th, 2014 to March 31st, 2015 with a possible extension of the contract for one (1) additional period of six (6) month under the same terms and conditions.
Basis of Selection
The responsive bid with the highest responsive combined rating of technical merit and price will be recommended for award of a contract.
Debriefings: After contract award, bidders may request a debriefing on the results of the bid solicitation process. Bidders should make the request to the Contracting Authority within 15 working days of receipt of the results of the bid solicitation process. The debriefing may be in writing, by telephone or in person.
