DESCRIPTION OF REQUIREMENT:
The Information Management Services Directorate (IMSD) of the Corporate Services Branch of Health Canada (HC) requires the establishment of a contract providing for up to four (4) Staffing Consultants, Level Two (2) to assist it on an “as and when required” basis in coordinating a series of job fairs and advertised staffing processes, some with multiple streams and some open to the public.
The scope of the specific work will be detailed in a Task Authorization. All work performed is expected to be in compliance with Treasury Board guidelines, as well as the Public Service Employment Act.
The specific tasks will be identified in each Task Authorization and are expected to include but not limited to:
Preparing, developing, coordinating and conducting job fairs, advertised processes and collective advertised processes on behalf of management. This may include any or any grouping of the following activities performed in consultation with and in support of Health Canada Human Resources Services Directorate (HRSD) staffing advisors and hiring managers in IMSD:
- preparing logs of staffing actions and weekly status reports
- ensuring correct approvals are in place and managing information flow through the process life cycle
- drafting statement of merit criteria;
- developing and preparing assessment guides, tools and processes;
- developing interview questions, written exams, reference check questions and rating guides
- drafting advertisements;
- preparing interview packages, including rating guides, instructions for interviewers
- coordinating and participating in the assessment of priorities, and the screening and assessments of candidates;
- coordinating, scheduling and administrating exams, interviews;
- coordinating, scheduling and completing reference checks;
- managing candidate communications;
- compiling and drafting rationales, board reports and finalizing the results of processes
- advising hiring managers on staffing policies and procedures and referring them to HRSD staffing advisors when appropriate
- providing a challenge function to IMSD hiring managers
DURATION OF THE CONTRACT
The services of the Contractor will be required from contract award date until January 15, 2015 with the possibility of two additional option year extensions. It is understood and agreed that these option years will only be exercised at the discretion of the Crown and in no way guarantee three continuous years of service.
