Master Data Management (MDM) Professional Services
The Canada Border Services Agency (CBSA) has a requirement to establish a contract for professional resources and specialized services/expertise in planning, integrating and deploying mission-critical, large-scale, high-volume Master Data Management (MDM) implementations involving the IBM Infosphere Enterprise 10 product line in a complex organizational and technical environment. These services will be provided on an as and when requested basis.
CBSA has identified complex business requirements across a number of major initiatives involving regulations compliance, internal and external business process integration and which require establishing processes, policies, services and technologies used to create, maintain and manage data associated with the CBSA’s core business entities. The technology strategy to satisfy these requirements involves MDM.
The CBSA Assessment and Revenue Management (CARM) project is a major Crown project which will improve client service and strengthen the CBSA’s financial controls and reporting capacity by modernizing its assessment and revenue management programs. CARM will enable CBSA to manage a single repository of client information as well as registration and enrolment of CBSA programs. The Agency will thus have better management of client processes and accounting functions and this will facilitate the future development of new assessment and payment options for clients.
The eManifest project is a major Crown project which provides information to the right CBSA officials at the right time so that they can identify and mitigate potential threats to Canada while facilitating the movement of low-risk shipments across the border. An important facet of the eManifest project is the preparation and resolution of trade chain partner identities prior to its ingestion by downstream business processes.
The CBSA now stores master data across multiple lines of business, and therefore it is not uncommon to find subsets of master data in multiple, underlying, line-of-business systems. This occurs in order to support continuity of business operations as process execution progresses across the enterprise. Given that different parts of the business are supported by different systems, master data (e.g., party/client, trade-chain partner, employee, commodity, accounts, etc.) must flow between these systems to keep operations running as smoothly as possible and to keep those systems synchronized.
The problem this causes is that master data is fractured and often replicated and/or may be contradictory in many different places. In addition, there is often no complete master data system of record in existence within the enterprise.
CBSA therefore has a requirement to plan, design, build, integrate and unit/system test a data preparation sub-system utilizing IBM InfoSphere Information Server and IBM Infosphere MDM Server technologies in support of the above-mentioned major Crown projects. The MDM solution for CBSA is to be deployed in multiple stages (iterations). Release 1 will be dedicated to meeting the requirements of the eManifest project.
