Description of Work:
BACKGROUND
The Digital Curation Initiative (DCI) is a collection of coordinated, concrete and targeted projects at Library and Archives Canada (LAC). The Digital Curation Initiative (DCI) is focussed on the “Digital Curation” component of LAC’s Digital Strategy; specifically, its goal is, simply stated:
“To establish the framework, processes and systems (the Digital Curation Platform) to ensure LAC is able to fulfill its mandate in the realm of digital objects without a net increase in budget, using the Digital Strategy as a foundation.”
This goal will be achieved by the following efforts (but not limited to)
- Design the business architecture, policies, and processes (the Digital Curation Platform) to enable sustainable, end-to-end digital curation at LAC, i.e. ensure that all digital objects deemed to be worthy of consideration for LACs collections, whether born-digital or imaged, can be properly and efficiently, with minimal resource requirements:
evaluated,
processed,
acquired,
described,
made discoverable,
made accessible (where possible) and
preserved.
- Implement Proof of Concept commercial Software as a Service (SaaS) trials to inform future investment decisions.
- Consult with staff, stakeholders and industry to ensure the future business architecture and processes are not only cost-effective and able to meet LAC requirements, but are also future-proof i.e. adaptable and fluid enough to adjust to changing environments.
- Ensure a comprehensive change management program is in place to transition to the Digital Curation Platform (DCP). As part of the change management activities, it will introduce a program of education to ensure staff have the required digital competencies.
- Complete a procurement process to put in place a contractual vehicle, accessible to LAC and other stakeholders (e.g. Archives Ontario, BAnQ) to deliver the core elements of the Digital Curation Platform.
It is important to note that there are components of the Digital Curation Platform already in place at LAC. Much of the work contemplated for DCI will involve connecting these various parts together or replacing certain aging components. Other work will require new approaches designed for a new way of doing business, aligned to the LAC Business Model.
The work is currently being performed by TEKSYSTEMS CANADA INC under contract (value $338,318.53
