However, should an uninvited SA Holder wish to be invited, it may contact the Contracting Authority in writing to request an invitation at any time prior to five days before the published bid closing date, and an invitation will be made to that SA Holder. To ensure efficient operation of the procurement system, the Contracting Authority will invite no more than the first 10 SA Holders that request an invitation. In no circumstance will such an invitation require Canada to extend a bid closing date.
Description of Work:
Objective and Scope
The CNSC requires the full-time professional services of one (1) Level 3 Application/Software Architect, who is an Application Lifecycle Management (ALM) specialist. The ALM specialist would help the organization with integrating requirements, coding, testing and release of various software applications (mixed technologies; Microsoft .NET, Adobe ColdFusion, PowerBuilder) with the current Team Foundation Server (TFS) 2012 installation. This would include Requirements Management, Change Management, Defect Management, Test Management, Automated Test Scripts, Release Management and Source Control. In addition to the aforementioned activities addition effort will be required to consolidate all the application artifacts from the original Team Foundation Server 2008 Standalone installation to the current Team Foundation Server (TFS) 2012 installation.

Tasks
- Assess the current state of TFS, interview users to define the desired end state and conduct a gap analysis.
- Recommend / implement ALM best practices.
- Assess non-Microsoft based technologies at CNSC and, when appropriate, identify specific workflows for all deliverables
- Prepare an implementation plan on how to best achieve the desired end state.
- Document requirements, configure, test and deploy TFS according to approved implementation plan.
- Configure application components and environment within TFS.
- Prepare reports, as required.
- Update branching strategy according to desired end state.
- Prepare supporting documentation, and transition solution / knowledge to staff.
- Implement Application Lifecycle improvements
- Support deployment to various Windows Platforms (2008, 2012) and other environments, where applicable.
- Define operational procedures based on best practices.
- Knowledge transfer of Operating Procedures to CNSC staff throughout the process
