This requirement is open only to those invited TBIPS Supply Arrangement Holders who qualified under the categories for: Technology Architect.

Description of the requirement:
The Canadian Nuclear Safety Commission (CNSC) requires the full-time professional services of one (1) Level 3 Technology Architect. The goal, in part, is to design and implement a multi-tier web-based application for the Single Windows Initiative (SWI) project. The SWI project has been initiated by CBSA (Canadian Border Services Agency) in response to the growing need for a consolidated import/export mechanism between itself (CBSA) and other partner organizations like CNSC.
High-level business outcomes associated to the SWI project include the following:
A. Improved electronic data submissions that:
a. Allow for the electronic assessment of regulatory compliance:
b. Are aligned with the WCO (World Customs Organization) Data Model; and
c. Enable timely border-related decisions.
B. Improved information requirements for imports that:
a. Are aligned with the U.S.;
b. Have redundant information requests eliminated;
c. Are based upon consultations with the importing community; and
d. Are limited to those which are essential for regulatory compliance and transactional border-related decisions.
C. Improved business processes that:
a. Eliminate redundant processes between PGAs;
b. Enable future risk assessment and inspections; and
c. Eliminate paper-based processes after a transition period.
Tasks
- Work in conjunction with the project’s Technical Lead and the organization’s Systems Architect to align activities and deliverables with project/organization requirements, goals, and objectives.
- Develop technical architectures, frameworks and strategies, either for an organization or for a major application area (e.g. SWI, Case Management), to meet the business and application requirements.
- Develop technical architectures that are primarily founded on Microsoft-based technologies/solutions and satisfy the business and technical drivers behind the solutions identified.
- Identify and develop solutions identifying appropriate opportunities to leverage a SOA (Service Oriented Architecture) based implementation to the benefit of the organization both business-wise and technically.
- Identify the policies and requirements that drive out a particular solution (e.g. SWI, Case Management).
- Analyze and evaluate alternative technology solutions to meet business problems.
- Ensures the integration of all aspects of technology solutions consistent with CNSC’s corporate vision.
- Monitor industry trends to ensure that solutions fit with government and industry direction for technology.
- Analyze functional requirements to identify information, procedures, and decision flows.
- Evaluate existing procedures and methods, identify and document database content, structure, and application sub-systems, and develop a CNSC relevant data dictionary.
- Define and document interfaces of manual to automated operations within application sub-systems, to external systems and between new and existing systems.
- Define input/output sources, including detailed plan for technical design phase, and obtain approval of the system proposal.
- Identify and document system specific standards relating to programming, documentation and testing, covering program libraries, data dictionaries, naming conventions, etc.
- Provide knowledge transfer to ASD staff as and when required.
- Work evenings and weekends as required.

Security requirement at bid closing: Valid Facility Security Clearance at the level of SECRET, issued by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
Proposed period of contract:
The proposed period of contract shall be from contract award plus 160 days and two irrevocable option periods of 60 days as Option Period 1 and 60 days as Option Period 2.
