Only TBIPS SA Holders currently holding a TBIPS SA for Tier 2, for all the required categories, in the National Capital Region under the EN578-170432 series of SAs are eligible to compete. The TBIPS SA EN578-170432 is incorporated by reference and forms part of this bid solicitation, as though expressly set out in it, subject to any express terms and conditions contained in this bid solicitation.

It is intended to result in the award 1 contract or 3 years plus 1 one-year irrevocable option allowing Canada to extend the term of the contract.
Description of the requirement:
This bid solicitation is being issued to satisfy the requirement of DND (the "Client") for Task-Based Informatics Professional Services (TBIPS) under the TBIPS Supply Arrangement (SA) method of supply.
The requirement is for the provision of approximately 3 core and 5 non-core IT professional services resources across various categories on an as and when requested basis in order to assist in the development, implementation and operations of Command, Control, Communications, Computer Intelligence, Surveillance, and Reconnaissance (C4ISR) projects.
The Resource Categories described below are required on an as and when requested basis in accordance with the TBIPS SA Annex "A":

All requirements will be authorized through Task Authorizations issued in accordance with the Contract.
Partial bids will not be accepted.
Security Requirement:

1. The Contractor/Offeror must, at all times during the performance of the Contract/Standing Offer, hold a valid Facility Security Clearance at the level of TOP SECRET, issued by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
2. The Contractor/Offeror personnel requiring access to PROTECTED/CLASSIFIED information, assets or sensitive work site(s) must be a citizen of Canada and must EACH hold a valid personnel security screening at the level of SECRET or TOP SECRET as required, granted or approved by CISD/PWGSC.
3. The Contractor personnel requiring access to CLASSIFIED information and/or assets bearing the caveat ?CANADIAN EYES ONLY? must be citizens of Canada and EACH hold a valid personnel security screening at the level of SECRET or TOP SECRET as required, granted or approved by the CISD, PWGSC.
4. The Contractor/Offeror MUST NOT remove any PROTECTED/CLASSIFIED information or assets from the identified work site(s), and the Contractor/Offeror must ensure that its personnel are made aware of and comply with this restriction.
5. This contract includes access to Controlled Goods. Prior to access, the contractor must be registered in the Controlled Goods Program of Public Works and Government Services Canada (PWGSC).
6. Subcontracts which contain security requirements are NOT to be awarded without the prior written permission of CISD/PWGSC.
Incumbent:
The work under this solicitation is a combination of both new and previous requirements. There is currently no incumbent performing all the services of this requirement.
