F7048-140120
Radar and Electronic Chart Display and Information System
(ECDIS) Equipment
The Canadian Coast Guard (CCG) has a National requirement to
procure combined Radar and ECDIS equipment to be used by the CCG
fleet for safe navigation.
The objective of this Letter of Interest (LOI) is to:
a. Examine commercial off the shelf Radar and ECDIS solutions
that will enable the CCG to further develop a Radar and ECDIS
specification, which reflects CCG's operational and technical
requirements defined herein;
b. Provide industry with a preliminary set of Radar and ECDIS
specifications and tentative solicitation schedule; and
c. Allow industry to provide feedback ensuring a competitive
bidding process and insight into any necessary development time
requirements.
Constraints
The CCG is only interested in multifunction workstations that
combine Radar and ECDIS functions in a single workstation.
Requirements
The requirements are detailed in Annex "A" - Technical Statement
of Requirements (TSOR), Annex "B" - Statement of Work (SOW) and
Annex "C" - Schedule 1 - Pricing Schedule.
Schedule
In providing responses, the following schedule should be
utilized as a baseline:
a. Letter of Interest -July 2015;
b. Potential Request for Standing Offer (RFSO) - September 2015;
and
c. Potential Standing Offer award - October 2015
CCG is seeking to put a National Individual Standing Offer
(NISO) in place for a five (5) year period with two (2)
additional one (1) year option periods through the release of a
competitive RFSO.
Security
There is no security requirement associated with this LOI.
Strategy
The CCG would like to determine what possible solutions exist to
meet their Radar and ECDIS equipment requirements.
Specific details of required information are provided in Annex
"D" - Questions and Answers. Vendors are asked to submit
responses to these questions to assist the CCG in defining the
requirement.
The concepts and requirements presented in this document are not
final; manufacturers/vendors are encouraged to comment on the
feasibility as well as propose alternative approaches/solutions
to meeting the general requirements.
Pricing Schedule
The Schedule 1 - Pricing Schedule has been included in this LOI
for information and feedback purposes only. The intent is to
allow industry the chance to review and ask any clarification
questions pertinent to the Schedule. Please do NOT include
pricing in your response to this LOI.
Note: Please include pertinent equipment which is not included
in other components already listed in Annex "C" - Schedule 1 -
Pricing Schedule.
e.g.1 Serial sensor input interface is not incorporated in the
CPU
e.g.2 Interswitch is not incorporated in the redundant network
infrastructure
Additional Information Requests
After review of all information packages submitted at closing
date, additional information may be requested.
Notes to Vendors
This is neither a call for tender nor a Request for Standing
Offer (RFSO), and no agreement or contract for the procurement
of the equipment stated above will be entered into as a result
of this LOI. This announcement does not constitute a commitment
by Canada. Canada does not intend to award a contract on the
basis of the notice or otherwise pay for the information
solicited. Any and all expenses incurred by companies in
pursuing this opportunity, including the provision of

Any discussions on this subject with project staff representing
the CCG or Public Works and Government Services Canada (PWGSC)
or any other Government of Canada representative shall not be
construed as an offer to purchase or commitment by CCG, PWGSC or
the Government of Canada as a whole.
Although the documents/information/data collected may be
provided as commercial-in confidence and will not be provided to
a third party outside of Canada, Canada reserves the right to

Vendors are advised that any information submitted to Canada in
response to this LOI may, or may not, be used by Canada in the
development of the potential subsequent RFSO. The issuance of
this LOI does not create an obligation for Canada to issue a
subsequent RFSO, and does not bind Canada legally or otherwise,
to enter into any agreement or to accept or reject any
suggestions.
Participation in this LOI is not a condition or prerequisite for
the participation to any RFSO.
If there are any discrepancies between the English and the
