Canada has a requirement for a commercially available
Occupational Safety and Health E-Learning Solution (Courseware,
Learning Management System and Courseware Authoring Tool) known
as the "Hosted Solution". The required Hosted Solution must be
a secure, web-based system that will be accessed by NRC
personnel by way of a secure website to access and to use the
products, services, and web site made available online, and any
associated components that will be loaded on any devices deemed
appropriate, meeting all the requirements as stated in Annex A -
Statement of Requirements (SOR). The Hosted Solution must also
include a warranty, and associated documentation. Translation,
Training and Migration Services must also be provided, on an as
and when requested basis.
This bid solicitation is intended to result in the award of a
contract for 1 year, plus 5 irrevocable one-year options
allowing Canada to extend the term of the contract. All parts
of the Hosted Solution must be available to the Departmental
Users 24 hours a day, 7 days a week, 365 days a year, in English
and French, and operate at all times in accordance with the
Statement of Requirements in the GC operational environment
described in the bid solicitation.
All technical aspects of the resulting contract will be
centrally managed by one Governmental entity (i.e. the Technical
Authority). Each Departmental User will be a "User" as defined
in the Contract. The Technical Authority may also be a "User" as
defined in the Contract.
NRC is the Initial Client that will use the Occupational Safety
and Health E-Learning Solution (the "Hosted Solution"). However,
this bid solicitation will also allow Canada to make the Hosted
Solution available to any department or Crown corporation (as
those terms are defined in the Financial Administration Act) or
any other party for which the Department of Public Works and
Government Services is authorized to act from time to time under
section 16 of the Department of Public Works and Government
Services Act (each a "Client"). Although Canada may make the
Hosted Solution available to any or all the Clients, this bid
solicitation does not preclude Canada from using another method
of supply for entities of the Government of Canada with the same
or similar needs. When the Hosted Solution is made available to
Clients other than the Initial Client, any required professional
services or training will be purchased under a separate contract.

The requirement is subject to the provisions of the World Trade
Organization Agreement on Government Procurement (WTO-AGP), the
North American Free Trade Agreement (NAFTA), the Canada-Chile
Free Trade Agreement (CCFTA), the Canada-Peru Free Trade
Agreement (CPFTA), the Canada-Colombia Free Trade Agreement
(CColFTA), the Canada-Panama Free Trade Agreement (CPanFTA) if
it is in force, and the Agreement on Internal Trade (AIT).
