SOLUTION

Canada requires information on a range of industry capabilities
to assist with the planning and definition of a new Whole of
Government solution to support its services related to the
Access to Information and Privacy (ATIP) Acts.

This is the first stage in a process to select a
commercially-available software solution and a provider of
managed software services to support Canada's vision for ATIP
services. The software will support Canada's ATIP services.
These may be referred to in other jurisdictions as Freedom of
Information, FOIA, sunshine laws and open records. The
requirements are similar in many regards to the legal discovery
process and ediscovery. The software will support a public
portal with transaction management capabilities, an internal
portal for interdepartmental consultations, a request management
function and a record redaction function.

The software is to be provisioned as a service, preferably by a
single commercial provider, to over 250 GC institutions,
including departments, agencies, Crown Corporations and their
wholly owned subsidiaries. This may be alternately referred to
as Software-as-a-Service, SaaS, Infrastructure-as-a-Service,
IaaS, cloud computing, application hosting services, application
service provisioning, application management services and other
variants. It may leverage key capabilities such as
virtualization and multitenancy, presuming the supported
application has multitenant capabilities.

The service is to be established and delivered in two separate
security domains: a Protected B domain and a Protected C/Secret
domain. Information approved for release to requesters that
originates in the Protected C/Secret domain will be transferred
to the Protected B domain for release using a cross-domain
solution (CDS) that may include a data diode.

Interested providers will be invited to attend an Industry Day
session on December 19th, 2013 where additional information may
be provided.

This is not a bid solicitation. This RFI will not result in the
award of any contract. As a result, potential suppliers of any
goods or services described in this RFI should not reserve stock
or facilities, nor allocate resources, as a result of any
information contained in this RFI. Nor will this RFI result in
the creation of any source list. Therefore, whether or not any
potential supplier responds to this RFI will not preclude that
supplier from participating on the future procurement. Also, the
procurement of any of the goods and services described in this
RFI will not necessarily follow this RFI. This RFI is intended
to solicit feedback from industry with respect to the questions
raised by Canada and to the requirement described in the
attached draft Statement of Requirements (Appendix A.1).
