Advance Contract Award Notice (ACAN) An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.

2. Definition of the requirement
The Department of Fisheries and Oceans Canada has a requirement for the supply of quantity 12 expendable probes, with 2 hand held launchers and ethernet communication system. The Canadian Hydrographic Service (CHS) is a division of the Science Branch of the Department of Fisheries and Oceans Canada. Under the Oceans Act, the Minister of Fisheries and Oceans has the authority toconduct hydrographic surveys in Canadian territorial waters. The primary scientific instrument that the CHS utilizes for the acquisition of the hydrographic data is the multibeam sonar. The multibeam sonar must be calibrated for ?speed of sound’ throughthe watercolumn. The CHS conducts hydrographic and oceanographic expeditions in the Arctic Ocean. To allow measurements to be collected, profiles of ocean temperature and salinity are measured while the ship is under way. To collect data from ice-covered waters, from depths greater than 400m, and while the ship is travelling faster than 12kts, an ?eXpendable CTD’ or XCTD is used. The data from this profiler is utilized to calibrate the multibeam sonar to ensure the data collected meet acceptable international standards.
