Nature of Requirements:
(a) Title
Naval Battle Management Command & Control (C2)Decision and
Collaboration Support
(b) Objectives
The objective of the present Work is to investigate, design,
develop and demonstrate advanced and emerging decision and
collaboration support concepts and technologies for Integrated
Air and Missile Defence (IAMD) Command and Control (C2)
functions in single-ship and force-level operations. The Work
will exploit and increase the readiness level of key
technologies that will have a significant impact on, and provide
valuable enhancements to the future conduct of IAMD operations
by the Royal Canadian Navy (RCN), and its surface platforms.
The target technologies and concepts aim at supporting the ship
command team (Commanding Officer - CO, Operations Room Officer -
ORO, and Sensors and Weapons Controller - SWC) for unit
self-defence operations, and the task force command team
(Officer in Tactical Command - OTC, Anti-Air Warfare Commander -
AAWC) for area defence operations during cognitive intensive
operations, such as Force Anti-Ship Missile Defence (ASMD).
(c) Client department :
The organization for which the services are to be rendered is
Defence Research and Development Canada - Valcartier (DRDC -
Valcartier).
(d) Period of the contract :
The period of the contract is from the date of the contract to
March 31, 2016 inclusive.
(e) Key information
i. The maximum funding available for the Contract resulting from
the bid solicitation is $865000.00 (Applicable Taxes extra),
specifically 750000.00$ for the Period of 1st April 2014 to 31
March 2015 and 115000.00$ for the Period of 1st April 2015 to
31 March 2016. Bids valued in excess of this amount will be
considered non-responsive. This disclosure does not commit
Canada to pay the maximum funding available.
ii. Defence Research and Development Canada - Valcartier has
determined that any intellectual property rights arising from
the performance of the Work under the resulting contract will
belong to Canada.
iii. Bidders must provide a list of names, or other related
information as needed, pursuant to section 01 of Standard
Instructions 2003.
iv. For services requirements, Bidders in receipt of a pension
or a lump sum payment must provide the required information as
detailed in article 3 of Part 2 of the bid solicitation.
v. The requirement is limited to Canadian services.
vi. There are no restrictions on the location of the work.
Contractors are advised that the scientific team of the project
supporting the Work is situated primarily in Quebec City and
that up to 50% of the work, particularly for Task 1, Task 2,
Task 3, and Task 6 must be conducted at DRDC Valcartier, with
certain parts to be conducted at CFMWC in Halifax and on-board
RCN ships. However, non-sensitive tasks can be carried out at
the Contractor facilities.
vii. The requirement is subject to the Agreement on Internal
Trade (AIT).
viii. This procurement is subject to the Controlled Goods
Program.

(f) Debriefings
Bidders may request a debriefing on the results of the bid
solicitation process. Bidders should make the request to the
Contracting Authority within 15 working days of receipt of the
results of the bid solicitation process. The debriefing may be
in writing, by telephone or in person.
