DFO-CCG employs Nurse Practitioners or Registered Nurses with advanced nursing practice skills to provide Primary Health Care services to employees and other people on board CCG vessels (icebreakers, science and other vessels). These vessels sail out of Victoria, Québec, Montreal, Dartmouth and St-John’s.

The objective of the Health Officers’ Program is to provide a health service encompassing preventive and primary health care and Occupational Health Care Nursing to the ship's complement aboard DFO-CCG vessels during arctic and scientific voyages in extremely remote areas. The purpose of the Program is to maintain optimal health, through assessment, counseling, education and treatment. A desired outcome of the Program is the expectation of reducing the need for medical evacuations.

Scope of Work/Deliverables:

The scope of the work contains twelve (12) elements:

6. The Contractor/Offeror will provide one (1) telephone number through which the Health Officer can reach the on-call EMSP.

7. The telephones must be answered 24/7 by trained EMSPs in both official languages.

Patient Care Records

9. Patient Care records must be created for each call received. At a minimum, these records indicate the time the call is placed, the time the call is received by the EMSP, the time the EMSP called back, the name of the Health Officer calling in, and the reason for the call. The EMSP must also record information about the patient, the nature of the illness/injury, and the medical advice and recommendations made to the Health Officers. Patient Care Record files are to be made available to the CCG National CCG Health Officers Coordinator for inclusion in the CCG employee’s medical record file at the end of the sailing season.

10. The Contractor/Offeror must use a secure system for recording and storing patient information as per section 3.7 (Security Requirements) below.
