Nature of Requirements:
Triple Quadrupole Inductively-Coupled Plasma Mass Spectrometer
(ICP-MS)
Definition of requirement
Environment Canada, National Laboratory for Environmental
Testing (NLET) located in Burlington, Ontario has a requirement
for the supply, delivery, and installation, of High-Resolution,
Triple Quadrupole, Inductively-Coupled Plasma Mass Spectrometer
system (ICP-MS).
It is intended to sole source this requirement to Agilent
Technologies Canada, Mississauga, Ontario, the original
equipment manufacturer of Triple Quadrupole ICP-MS Model 8800,
the only known source on the market who can meet the minimum
essential requirements.
Any interested supplier must demonstrate by way of a statement
of capabilities that its proposed Triple Quadrupole ICP-MS
equipment meets the following minimum essential requirements:
- ICP-MS must be a true triple quad as defined by the
International Union of Pure and Applied Chemists (IUPAC). IUPAC
is an International Authority in the definition of chemical
terminology.
- The first filter must only allow a 1 AMU mass range for each
analyzed compound to enter into the second filter
(Reaction/collision cell).
- The sample introduction system must have an integrated
injection flow system with 1 mL sample loop made with Teflon and
peek.
- Must have a reliable on-line internal standard addition
capability
- The internal standard solution must not be sent to the ICP-MS
spray chamber during the rinse time
- The flow injection sample introduction system must have the
capability to provide for a 20 second rinse time between samples
(at 1 to 3 ml/min of 20% methanol) and 2 minutes of rinse time
for 2% nitric acid.
- The flow injection system tubing and T mixing connectors must
not contain any PVC or latex joints.
- The instrument must be provided with a CETAC ASX-520 with
Teflon coated carbide probe (ID 0.8 mm)
- The flow injection system must have two extra peri-staltic
pumps or equivalent in order to perform the following functions:
a) The first pump must aspirate the sample at a flow rate not
exceeding 3 mls/min and adding the internal standard solution on
line.
b) The second pump must add 5 air segments of 20 ul each at the
back of the sample segment for the injection of the sample into
the ICP-MS.
Note: A diaphragm pump if used must deliver a similar flow rate
and must be able to add the internal standard solution into the
sample segment.
- The electronic background must be 0.3 counts per second (cps)
or less.
- The abundance sensitivity must be 10-10 or better
- The sensitivity for the following compounds must be achieved
in order to obtain the lowest level of detection:
Lithium 100 Mcps/mg/L
Ytrium 350 Mcps/mg/L
Thallium 200 Mcps/mg/L
In the reaction mode with Oxygen:
Sulfur 500 Kcps/mg/L
Vanadium 50 Mcps/mg/L
Arsenic 7 Mcps/mg/L
Selenium 7 Mcps/mg/L
These sensitivities must be achieved with a Cerium Oxide level
of 1.5%
- The following detection limits must be achieved for the stated
integration time per sample
In the no-gas mode (integration time of 3 seconds)
Beryllium 0.1 ng/L
Indium 0.05 ng/L
Uranium 0.05 ng/L
In the reaction mode with Oxygen (integration time of 3 seconds)
Sulfur 0.2 ug/L
Phosphorus 0.05 ug/L.
In Hydrogen mode (integration time of 10 seconds)
Selenium 1 ng/L
- The total analysis time per sample must not be longer than 5
minutes for a 60 isotope bundle.
- Must have four argon mass flow controllers
- Must have four collision/reaction gas mass flow controllers

compatibility factors and technological expertise.
Exclusions and/or Limited Tendering Reasons:
The following exclusion(s) and/or limited tendering reasons are
invoked under the section of the trade agreement(s) specified:
Agreement on Internal Trade (AIT) Article 506.12 (b) where there
is an absence of competition for technical reasons and the goods
or services can be supplied only by a particular supplier and no
alternative or substitute exists.
North American Free Trade Agreement (NAFTA) Article 1016.2 (b),
where, for works of art, or for reasons connected with the
protection of patents, copyrights or other exclusive rights, or
proprietary information or where there is an absence of
competition for technical reasons, the goods or services can be
supplied only by a particular supplier and no reasonable
alternative or substitute exists.
TheWorld Trade Organization Agreementon Government Procurement
(WTO-AGP) ArticleXV (b) when, for works of art or for reasons
connected with protection of exclusive rights, such as patents
or copyrights, or in the absence of competition for technical
reasons, the products or services can be supplied only by a
particular supplier and no reasonable alternative or substitute
exists.

You are hereby notified that the government intends to negotiate
with one firm only as identified above. Should you have any
questions concerning this requirement, contact the contracting
officer identified above.
An Advance Contract Award Notice (ACAN) allows departments and
agencies to post a notice, for no less than fifteen (15)
calendar days, indicating to the supplier community that it
intends to award a good, service or construction contract to a
pre-identified contractor. If no other supplier submits, on or
before the closing date, a Statement of Capabilities that meets
the requirements set out in the ACAN, the contracting authority
may then proceed with the award. However, should a Statement of
Capabilities be found to meet the requirements set out in the
ACAN, then the contracting authority will proceed to a full
tendering process.
Suppliers who consider themselves fully qualified and available
to provide the services/goods described herein, may submit a
statement of capabilities in writing to the contact person
identified in this Notice on or before the closing date of this
Notice. The statement of capabilities must clearly demonstrate
how the supplier meets the advertised requirements.
The PWGSC file number, the contracting officer's name and the
closing date of the ACAN must appear on the outside of the
envelope in block letters or, in the case of a facsimile
transmission, on the covering page.
The Crown retains the right to negotiate with suppliers on any
procurement.
