1. Advance Contract Award Notice (ACAN)

An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.

2. Definition of the requirement

The Metrology Research Center of the National Research Council Canada (NRC) requires the supply and delivery of a benchtop nuclear magnetic resonance (NMR) spectrometer to fulfill its mandate of supporting accuracy of measurement in Canada. Specifically, the benchtop NMR will be used to develop rapid methods for the quantitation of cannabinoids such as THC and CBD in cannabis. The benchtop NMR will be located predominantly in a newly renovated laboratory dedicated to cannabis testing research. This laboratory has limited space due to the need to have all equipment contained in one secure location to meet Health Canada’s cannabis testing requirements, and as such a small footprint is required.

When not in use for cannabis research, the benchtop NMR will be moved to alternate laboratories as needed for various other projects, therefore portability of the instrument will be vital. In this capacity, the benchtop NMR will serve as a preliminary screen of samples to determine if samples are suitable for analysis by conventional full scale NMR (400 MHz and 600 MHz) located in a different building on the NRC campus. Therefore, a benchtop NMR that uses conventional, 5mm standard NMR tubes would allow the same sample tube to be analyzed on both types of NMR platforms, eliminating the need to transfer samples from specialized tubes, where valuable samples could be partially lost or contaminated.

3. Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements)

Any interested supplier must demonstrate by way of a statement of capabilities that its system meets the following requirements:

-Frequency: The system must have a minimum operating frequency of 60 MHz.
-Nucleus: The system must deliver, enable and support the capability to observe the 1H nucleus as well as 13C.
-Footprint: The system must be a portable, single box, standalone unit with no external computer required, but have the option for computer connectivity for operation and data processing. The total footprint must not be greater than 50 cm x 50 cm.
-Ease of Handling: The system must be highly portable with a maximum weight of 25 kg, such that spectrometer is easily moved (e.g. from one lab to another).
-Interface: The system must be controlled using a built in simple touch-screen computer and while no external CPU required, have the option for an external PC to operate.
-Printing: The system must deliver, enable and support direct as well as network printing.
-Sample Method: The system must use standard 5 mm NMR tubes for sample introduction. The system must also have the option to sample using a flow cell package.
-Sample Lock: The system must have deuterium and non-deuterium lock options for sample collection.
-Experiment Capabilities: The system must perform 1D, T1, and T2 experiments, 2D homo- and hetero-nuclear experiments.
-Power: The system must operate from a standard 120V power socket.
-Magnet: The system must use a permanent magnet for field generation.
-Peripherals: The system must have options for USB and network connectivity.
-Software: Software for the collection of NMR samples must be pre-installed and must generate output files in standard .dx format compatible with 3rd party software such as Spinworks, Mestre Lab Mnova, TopSpin, and ACD Labs. A standard license for NMR data processing software such as Mnova must be included.
-Warranties: The system must include 1 year of full service warranty on all aspects of the instrumentation including labor, parts, shipping, online/telephone support, and software updates.
-Installation and Training: The system must include necessary training to ensure proper instrument use, and at least a 1-day on-site installation and initial training must be provided.
-Support: The system must deliver, enable and support the capability to remotely diagnose operation of spectrometer via the Internet as well as having a local representative.
