Infrared Fibre Spectrometer
1. Advance Contract Award Notice (ACAN)
An ACAN is a public notice indicating to the supplier community
that a department or agency intends to award a contract for
goods, services or construction to a pre-identified supplier,
thereby allowing other suppliers to signal their interest in
bidding, by submitting a statement of capabilities. If no
supplier submits a statement of capabilities that meets the
requirements set out in the ACAN, on or before the closing date
stated in the ACAN, the contracting officer may then proceed
with the award to the pre-identified supplier.
2. Definition of the requirement
Defence Research and Development Canada - Valcartier want to
purchase one (1) infrared fibre spectrometer for laser
characterizations. The infrared fibre spectrometer must be
compact, robust and measure rapidly broadband spectra. The
infrared fibre spectrometer will be incorporated into an
existing installation for the laser characterizations.
2.1 Functional characteristics of the Infrared Fibre Spectrometer
The required Infrared Fibre Spectrometer must conform to the
values of the following specifications:
External dimensions of the spectrometer box : smaller than or
equal to 20 cm wide x 15 cm depth x 5 cm height
Weight of the spectrometer : smaller than or equal to 2 kg
Wavelength range measured in a single record : between 900 nm
and 2500 nm inclusively
Integration time : between 1 ms and 200 ms inclusively
Spectral resolution : smaller than or equal to 7 nm
Entrance slit width of the spectrometer : 25 at more or less 5
um (micrometers)
Signal/noise ratio for an integration time of 100 ms : greater
than or equal to 10000
Dark noise for an integration time of 30 ms : smaller than or
equal to 25 counts RMS
Spectrometer fibre optic connector : SMA 905
Electric source for the spectrometer : 110 volts at 60 Hz
Transmission wavelength of the longwave-pass filter for the
spectrometer : greater than 830 nm
Cable used to control the spectrometer : USB cable, RS232 cable
or Ethernet cable
Computer operating system for controlling the spectrometer :
Window XP or Window 7
2.2 Functional characteristics of the Infrared Optical fibre
The required Infrared Optical Fibre must conform to the values
of the following specifications:
Optical fibre length : greater than or equal to 1.5 m
Core fibre diameter : between 400 um and 500 um inclusively
Fibre attenuation for the range of wavelength between 500 nm and
3500 nm inclusively : smaller than or equal to 0.5 dB/m
End fibre connectors : SMA
2.3 Functional characteristics of the Integrating Sphere
The required Integrating Sphere must conform to the values of
the following specifications:
External dimensions of the integrating sphere : smaller than or
equal to 8 cm wide x 8 cm depth x 8 cm height
Sample port diameter : between 8 mm and 12 mm inclusively
Operating spectral range : between 250 nm and 2500 nm inclusively
Material used for the inner coating of the integrating sphere :
Spectralon
Side fibre connector of the integrating sphere : SMA
2.4 Functional characteristics of the Diffuse Reflectance
Standard
The required Diffuse Reflectance Standard must conform to the
values of the following specifications:
Diffuse reflectance standard diameter : greater than or equal to
25 mm
Operating spectral range : between 250 nm and 2500 nm inclusively
Material used for the diffuse reflectance standard : Spectralon
Reflectivity for the range of wavelength between 250 nm and 2000
nm inclusively : greater than or equal to 95 %
2.5 Deliverables expected at the end of the contract
The following components of the spectrometer must be delivered
by the end of the contract:
a. Infrared Fibre Spectrometer according to the values of the
specifications described above in section 2.1.
b. Infrared Optical Fibre according to the values of the
specifications described above in section 2.2.
c. Integrating Sphere according to the values of the
specifications described above in section 2.3.
d. Diffuse Reflectance Standard according to the values of the
specifications described above in section 2.4.
3. Criteria for assessment of the Statement of Capabilities
(Minimum Essential Requirements)
Any interested supplier must demonstrate through a Statement of
capabilities that his system meets the requirements described in
sections 2.1, 2.2, 2.3 and 2.4. Simply repeating the statement
contained in the criteria is not sufficient.

5. Justification for the Pre-Identified Supplier
We intend to work with the suppliers named in section 11 below
as they are, to our knowledge, the only distributor in Canada
for the company Ocean Optics, that company is the only to meet
the requirements described in sections 2.1, 2.2, 2.3 et 2.4,
particularly able to meet the following requirement: «Wavelength
range measured in a single record: between 900 nm and 2500 nm
inclusively».

is invoked for this procurement under subsection: subsection
6(d) - "only one person is capable of performing the work").

The Infrared Fibre Spectrometer and all his components described
in sections 2.1, 2.2, 2.3 and 2.4 must be delivered before or on
2015-03-25.
9. Cost estimate of the proposed contract
The estimated value for this notice is in the following cost
category: between $25,000.00 and $50,000.00 $ (applicable taxes
included).

Suppliers who consider themselves fully qualified and available
to provide the goods, services or construction services
described in the ACAN may submit a statement of capabilities in
writing to the contact person identified in this notice on or
before the closing date of this notice. The statement of
capabilities must clearly demonstrate how the supplier meets the
advertised requirements.
12. Closing date for a submission of a statement of capabilities
The closing date and time for accepting statements of
capabilities is December 3rd, 2014, at 2:00 p.m. EST.

with one firm only as identified above. Should you have any
questions concerning this requirement, contact the contracting

An Advance Contract Award Notice (ACAN) allows departments and
agencies to post a notice, for no less than fifteen (15)
calendar days, indicating to the supplier community that it
intends to award a good, service or construction contract to a
pre-identified contractor. If no other supplier submits, on or
before the closing date, a Statement of Capabilities that meets
the requirements set out in the ACAN, the contracting authority
may then proceed with the award. However, should a Statement of
Capabilities be found to meet the requirements set out in the
ACAN, then the contracting authority will proceed to a full
tendering process.
Suppliers who consider themselves fully qualified and available
to provide the services/goods described herein, may submit a
statement of capabilities in writing to the contact person
identified in this Notice on or before the closing date of this
Notice. The statement of capabilities must clearly demonstrate
how the supplier meets the advertised requirements.
The PWGSC file number, the contracting officer's name and the
closing date of the ACAN must appear on the outside of the
envelope in block letters or, in the case of a facsimile
transmission, on the covering page.
The Crown retains the right to negotiate with suppliers on any
procurement.
