Reissue of Bid Solicitation:

All bids received in response to bid solicitation
W8474-12-MP14/A were found non-compliant to at least one
mandatory requirement.

Bid solicitation W8474-12-MP14/B cancels and supersedes previous
bid solicitation number W8474-12-MP14/A dated 2013-05-16 with a
closing of 2013-06-19 at 2:00 PM.

Some requirements of bid solicitation W8474-12-MP14/A have been
changed in bid solicitation W8474-12-MP14/B.

Description of the requirement:

The Department of National Defence and Canadian Forces (DND/CF)
requires Task-Based Informatics Professional Services (TBIPS) to
provide business change management services to support the
Military Personnel Management Capability Transformation (MPMCT)
Project. The BCM contractor will be responsible to provide
resources to implement the MPMCT BCM Strategy, and develop and
implement associated plans required to address the people-side
of the transformation of the MPM being delivered by the MPMCT
Project.

DND/CF requires resources in the following Resource Categories
and levels:

Business Architect - Level 3;
Courseware Developer - Level 1;
Courseware Developer - Level 3;
Change Management Consultant - Level 2;
Change Management Consultant - Level 3;
Organizational Development Consultant - Level 2;
Project Executive - Level 3; and
Risk Management Specialist - Level 2.

This requirement is open ONLY to bidders that are qualified Tier
2 Holders of a Task Based Informatics Professional Services
(TBIPS) Supply Arrangement. The RFP is issued against the
(TBIPS) Supply Arrangements (SA) PWGSC file number
EN578-055605/D. All terms and conditions of the SA apply & shall
be incorporated into any resulting contract.

It is anticipated that a maximum of one contract will be awarded
for this requirement.

Proposed period of contract:

The proposed period of the contract will be for 1 year with
Canada retaining irrevocable options to extend the contract for
up to 4 additional 1-year periods.
