Over the past 5 years, Treasury Board Secretariat has introduced Policies and Standards to ensure Information Systems and application offer the highest quality services to Canadians. In an effort to make the most and best use of our resources and harmonize the different development practices in the department, Business Applications Solutions Directorate (BASD) would like to continue its implementation of the Quality Assurance Framework to the entire Development community
BASD is responsible for the delivery and support of all software applications in Environment Canada. Numerous efforts have been made in the past to unify the approach with limited success so ECCC still build quality deficiency and non-compliant web sites and applications
On November 29, 2010, the Federal Court rendered its decision on the Jodhan case concerning the accessibility of Government of Canada (GC) Websites for persons with visual disabilities.
Based on the above decision BASD has taken the lead in making all public facing sites and applications accessible as required by the Standard on Web Accessibility. Based on this ruling we have to ensure quality of the Development process and have identified numerous deficiencies which we would like to address. There isn't current internal capacity in Business Application Solutions Directorate to cover the need for qualified experienced resources in software quality assurance. BASD primary mission is to provide IT solutions to support Environment Canada and Climate Change programs.
